~Appearance~

-Height: 5'6"
-Weight: 126lbs
-Hair Color: Red
-Eye Color: Brown
-Clothing: Hakama and Kimono

-Physical Description: Kōkō Taiyōne is average height for her age, but the consistent Samurai training regimen she was raised on has left her with visible muscle tone. Currently, her red hair is cut short as a gesture of starting anew in another land, her skin is slightly darker than normal from days spent outside training and her straight posture and polite mannerisms give away a strict and honorbound upbringing. Kōkō Taiyōne never stands with her hands at her sides, often preferring to instead keep them folded in front of her politely or behind the small of her back sternly, wears a pair of Hakama and half a kimono over her left side, and standard shinobi apparel underneath as a show of respect for the culture she is attempting to learn. Though her physique has the definitive curve of womanhood, Kōkō Taiyōne's bust appears underdeveloped. During ceremonious activities or planned combat, Kōkō Taiyōne will don the armor passed down to her, a polished ebony and scarlet set of traditional armor several generations before the current mass produced metal most samurai are known for. During Shinobi ops or general day-to-day, she wears her choice of hakama and kimono over the standard shinobi armor.
(Pictured, in order, The style of hakama and kimono and the way she wears it over shinobi armor[1], Kōkō Taiyōne with her hair grown out[2] and Kōkō Taiyōne older while wearing her family's armor[3])

~Persona~

Personality: Kōkō Taiyōne is a straight-backed proper raised girl who can be a little oblivious and takes things a little too literally, but very accepting of the ways of others. She enjoys spending time with her allies and friends both casually and strictly.

EDIT:

Kōkō Taiyōne is a well mannered, traditional and proper individual and she is very accepting of others beliefs, traditions, and viewpoints. Her opinion that the Samurai need to adopt shinobi practices stems from the Shinobis' seemingly dominant position the world. Their practices and tactics are standard, and she wants the Samurai to be able to protect their land and heritage on equal footing if it ever came down to it. She is well mannered and a little bit literal with things, open minded and a little lonely as she enjoys spending time with friends and allies wherever and whenever she can make the time. If wronged, she would probably be vengeful. She would hold onto the feeling of defeat or humiliation and try to overcome it and anyone who may have imparted such things unto her. If she were to become even with someone, she would likely move past the initial event and do her best to forget the hard feelings unless the act(ions) were severe. Her fears are mostly tied into her family and heritage. Things like having no home to return to, her family being threatened/put into danger she can't aid with, and her heritage being erased. Further fears include being alone (truly alone, as in having no one to turn to or call an ally) and having nowhere to go.

~Background~

Current Allegiance: Village Hidden in the Leaves

History: Kōkō Taiyōne was raised as a Samurai in the Land of Silence but spoke out against tradition, hoping to integrate the ways of the Shinobi into their own practices due to her belief that they would be left behind by the expanding world around them. She tried to convince the village and head family that they needed to adopt Shinobi skills and tactics into their own ways and was shunned by all but her parents for it. Before the head family could make a decision on how to approach the situation, her parents told her they loved her, awarded her their sub-family's Armor and Sword, and arranged for her passage out of the Land of Silence so she could pursue what she thought was right. The obvious first choice of destination was the Land of Fire, for its wide acceptance of outsiders.

Hindrances:

-Lonely
-Effect: Characters with this skill reduce Experience gained when training alone by 50%. Characters with this skill may not take missions alone.
-Description: Some people can go through life relying only on their own strength of will, facing off against the world by themselves. Others, like those with this skill, are eternally desperate for companionship and find the idea of operating on their own as demoralizing as they do terrifying. They feel a constant, codependent need for a companion, or something like it that they can see, feel, and touch in order to cope with everyday life, finding even antagonistic company preferable to isolation. While these individuals often have a solid grasp of teamwork, they are often woefully unprepared for situations in which they must act by themselves for an extended period of time.

~Techniques~

Jutsu Points: 0 Used : 4 Available : 4 Total

• Henge No Jutsu | Transformation Technique | 変化の術 I
Type: Ninjutsu [Void]
Rank: Academy Student
Cost: 10 Chakra
Effect: During any situation in which a character with this technique would need to calculate their ‘Visibility Score’, they may use this technique to reduce their ‘Visibility Score’ by -10%. ‘Visibility Score’ reduction caused by this technique may be ignored by any character with heightened senses (i.e; Byakugan, Path of the Sensor, Inuzuka Smell Tracker, etc).
Description: The Transformation Technique is a time-honored staple of nearly every shinobi academy the world over. Its concept and execution are both extremely basic, making it a perfect training technique for young students. By molding chakra around their body, the user of the Transformation Jutsu is able to temporarily take on the physical characteristics of another person. Though the Henge no Jutsu rarely offers a perfect disguise, clever ninja have been using it for hundreds of years to confound their foes.
Points: [Creation; 0]

• Bunshin No Jutsu | Clone Technique | 分身の術 I
Type: Ninjutsu [Void]
Rank: Academy Student
Cost: 5x Chakra
Effect: This technique may be used in the Setup Phase or Main Phase. When determining the cost of this technique ‘x’ is considered to be the number of ‘Clones’ created by the user and may never be greater than 2. ‘Clones’ have 1 Health and 1% of the user’s other statistics. ‘Clones’ are not physical, and may not use items, techniques or attack during their turn. The user of this technique gains +20 Evasion or +20 Accuracy for every ‘Clone’ on the battlefield. The effects of 'Clones' may be ignored by any character with heightened senses (i.e; Byakugan, Path of the Sensor, Inuzuka Smell Tracker, etc). This technique may be used in the Setup Phase 1 time per battle.
Description: A technique that most students are required to be proficient in before they can graduate from the academy, the Bunshin no Jutsu is the most basic of the myriad of clone techniques that exist in the world. By properly molding their chakra, the user is capable of creating near perfect replicas of themselves. Unlike most bunshinjutsu, the basic clone technique does not produce physical clones but creates something more akin to a projected image, which is a real image that has no form. The Clone Technique is considered an E-Ranked jutsu, and is not very powerful, but with practice and ingenuity many shinobi have come to use it in masterful ways. Most often stalling by hiding out among their clones, or setting themselves up for a strong offensive.
Points: [Creation; 0]

• Kawarimi No Jutsu | Body Replacement Technique | 変わり身の術 I
Type: Ninjutsu [Void]
Rank: Academy Student
Cost: x Chakra
Effect: This technique may be performed as a Free Action in the Response Phase following a failed dodge roll. When determining the cost of this technique ‘x’ is equivalent to the cost of 1 basic attack or small weapon attack that the user failed to dodge. The damage and effects of that basic attack or small weapon attack are negated. The user may take no action in the Setup Phase or Main Phase on the turn this technique is used. This technique has a 5% chance to fail. This technique may be performed 1 time per battle.
Description: A life-saving technique for most young shinobi, the Body Replacement Jutsu has been a staple in academy learning for many years. By utilizing their ability to manipulate chakra, with quick movement, a skillful shinobi is capable of switching their position with another object to evade damage. By creating a simple optical illusion, the user of the Kawarimi no Jutsu can make it appear as though they were damaged or even killed by the opponent’s attack. Some ninja become extremely adept in the usage of this technique, and have even been known to swap places with hazardous materials to trap their enemies.
Points: [Creation; 0]

You've done a good job saying a lot in few words, but her personality probably use a little expansion. In particular, the questions I ask myself when looking at personalities are:

"Are they principled/traditional or whimsical?"

"How accepting of others and their differing viewpoints are they?"

"How do they interact with others?"

"If wronged, are they forgiving/merciful or vengeful?"

"What are their fears and goals?"

I gather her goals from the history, but that's a big point that you can expand upon in her personality: Why does she think the Samurai need to adopt shinobi practices? Does she think that being effective combatants is more important than being honorable?

I'm okay with the history being on the shorter end, as you've hit the key notes and explained over discord that you prefer to expand on that as it comes up in character- which is fine to me.
