Description:  The ninja forms the seals in order to access the bioelectrical input within their target’s mind, confusing the firing of their nervous system to constrict and relax their muscular input at a rapid rate, dropping whatever they are holding and unable to grasp it again. To them, their prized method of dispatch has been taken away

Effects: Target suffers from Charmed & Distracted for two turns
Description: The ninja forms the seals in order to access the firing synapses in the target’s mind, changing the way which the user is perceived by the target. For the most part, they now think of the user as a long lost crush, and this is indeed a sparring match… no need to go full steam against your heart no is there?

Its not in making the weapon break, its in removing the ability of the weapon user to even pick it up for the remainder of the battle. Each time which they attempt, they simply can't grasp the weapon. hence, it is as debilitating as a broken weapon, since it no longer can't fulfill its usage. Unless the person has the ability to excel at performing weapon attacks with the weapon in their mouths or held by their feet, its as good as broken for them

Ah...Well I can see both sides I suppose for the old previous wording, however this new wording seems clean and good enough for me to restamp. [Was talking to him when he originally made this, which is why i didnt see the confusion]

So Hand Tremors, I will approve this, but I'm going to list the ways this can be role played around that you are leaving yourself open to by not changing it like Rachel suggested. She wasn't confused, she was trying to make your jutsu better. By just making them drop it and not pick it up you open up the following weirdness that could be exploited by 3.16. Here is the list of things...

 

• Free Handed attribute would basically just not make this work. If its a wrist brace blade or something that doesn't require hands this will not really work. (Any other ability that doesn't use the hands works here too).

• An ally could pick up and use the weapon. 

• A summon / clone could pick up and use the weapon.

• Any Genjutsu release could be reasoned to fix this and let them pick it up again.

 

You seemed pretty cool with the wording you had though so I'll go ahead and move this.
