Effect: The user of this skill may choose to apply their Ninjutsu Mastery to the elements that comprise their respective elements. This May only be used on one element at a time and a max of ten ranks of Ninjutsu mastery can be applied even if multiple elements that can use this skill are included.

Description: Elemental Bloodline users have the greatest knowledge of there element. Some of these users can take this to an extreme degree and apply the knowledge they know to the elements that comprise it.

Okay straightforward If you have an affinity skill or whatever you elements 2 mastery ranks for 1 sp skill is you can train to switch your mastery to one or the other. Added training just to balance out the effect

This goes right over the design space of the Sarutobi, but is more powerful and less expensive. I don't think it's going to work out as is.

Okay Saurtobi have a similar design but way diffrent application you can choose with that skill with this one it is limited to what ever your bloodline is made up of so storm i would only be able to get water and lightning so i dont see how this is more powerful

Edit: If it would help i can limit it to one Element with a 3 sp cost so no matter what every one get the same out of this

Sarutobi: Only applies to basic elements, costs 2SP per rank, cap of 3.

This: Applies to an advanced element AND basic elements, costs 1SP per rank, cap of 5.

 

It's pretty obvious when you break it down. Bloodlines already get discounts - you're not gonna get an extra discount here.

This doesnt apply to advance it apply to the basic elements that make up a bloodline so which ive never seen an element made out of anything other than the 5 basics 

 

the same could be said for the sarutobi skill Im okay with limiting it to 1 element making it up

If you want this to be part of your bloodline, resubmit your bloodline with it.

It clearly also applies to your Advanced Element. Because you buy Nin Mastery: Storm and then it applies to Lightning and Water.

I dont see why this can be for all elemental bloodlines all of the new one have the same affinity skill and I think this could be a cool addition i dont see what is too over powered about this

Sarutobi who can still have a bloodline and teach this to none members get 3 elements to this with 

So i dont see why this can be approve but being able to switch mastery from one element you need to create it 
And I Guess my wording is off It suppose to be One or the other so if you have storm you can use lighting or water 

You can only ever use 10 ranks for 1 element

It's an extra 9 SP worth of value (10 ranks of ninjutsu mastery) onto something [a bloodline] that is already getting a lot of power at a discount.

but you can also say im losing the sp because i dont get both i get either or my wording may be off but that is the intention you cant have mastery of two elements at once

No, that is not how skills work. It's a broadening in versatility where you are *gaining* SP. That you can't apply ranks of ninjutsu mastery to two elements at once in one technique is already part of how the system works, not a balancing point of this skill.
