			The political structure of Tansha is two-pronged. The Cogmaster makes the laws and addresses the public, while the Council of Steel approves the laws and is present for all diplomatic discussions. The Council was put in place to ensure that the Cogmasters would not have too much power over the city. The Council has the option to veto a law or motion made by the Cogmaster, via a vote. This structure of government allows for a balance between personal and professional influences, which the Tanshan people believe are necessary in equal measure for effective laws.

			Council members are elected by the general public, and serve terms of six years. A Council member may be re-elected to an infinite amount of terms, and may only be released from service if they violate the city's laws. The Cogmaster is not an elected, but an inherited position. The royal Tanshan family have been shown to possess unique powers and powerful leadership, a Cogmaster is still bound by the laws of the people, however, and if they are found in violation of several laws are asked to pass the title to a more suitable member of the royal family. In the event of a death, without an heir, in the royal family the Council of Steel are sworn to elect a new leader for the city.

			Tansha is nestled between two peaks of a mountain. The mountain sports four large bronze-ish legs, that can be used to propel it across the land. Tansha itself sits at an elevation of around 11,000 feet. The interior of the mountain has mostly been hollowed out, large gears and cogs power the city's legs while the huge copper pipes of the aquapumps and steamworks criss-cross the empty guts of the mountain. In a much grander time, Tansha was free to move about the world as the Cogmaster pleased, but for now it remains nestled in one of Iwa's northern most mountain ranges, safe from the outside world.

			The machine palace, located in the south eastern outer circle, is home to the Cogmasters. The large dome like structure sports a giant gear above the entrance to the mechanical halls. Two towers, capable of projecting a protective shield of chakra around the palace in a time of need, stand on either side of the grand palace. The center most chamber of the palace holds the ornate throne, designed for an unknown Cogmaster in a lost past. Above the throne room, are the chambers where the Council of Steel and the Cogmaster hold private meetings. The eastern wing of the palace is where the Cogmaster and his family live, while the western wing is dedicated to the Council and their families.

			The fields are located in the south-western outer circle, these large tracts of land are reserved for growing food for the Tanshan people. In the winter months, a large glass dome in constructed around the fields to allow year-round food production.

This large building is home to the Machine Reliquary, where all known history of Tansha is recorded, as well as copies of every book in the city. The engineering college instructs Tanshans of all ages in a large spread of topics, everything from automaton combat to agricultural strategies is practiced, taught, and learned in the engineering college. It is here where mosts machinists spend the majority of their time, diagramming, planning, and prototyping their latest inventions and attending lectures and classes on just about everything under the sun.

			The steamworks are opposite of the aquapumps. The steamworks' functions are twofold: The first of which is to purify rainwater and dirty water that come from the used product of the aquapumps. This is accomplished by a powerful filter, the central drain of Tansha funnels all the water used by the city that is non-septic into a large pipe. This pipe has several layers of chakra-imbued stone that the dirty water must sift through. These stones pull pollutants out of the used water and trap them to the rocks. A team of automatons change the rocks out regularly to ensure that the filters stay clean.

			The second function of the steamworks is to heat some of the purified water through massive chakra-powered furnaces. This hot water is then pumped along different lines that the cold water from the aquapumps into people's homes, where the water is used as a combination of method of heating a house, and as a household commodity. The luxury of the steamworks makes the Tanshan life enviable, especially in the cold months of winter.

			The skimmer docks are located in the north east outer most circle of Tansha. The main hanger watches over mechanized docks, almost every sky skimmer in the city is kept on the multiple layers of storage within the docking facility. The actual docks themselves extend off the top of the city, the constant buzz of different skimmers taking off and landing permeates the air, day or night, around the docks. Several Machinists have become local celebrities around the docks for their aptitude at handling a skimmer.

			The sky skimmers are a unique form of transportation born from the same technology as the automaton. Skimmers are designed for anywhere between one and thirty people, each Machinist passenger contributes to keeping the skimmer airborne. For a skimmer to maintain flight, a Machinist channels their chakra through the skimmer, this flow of energy creates a buffer around the vehicle that can be channeled and directed to propel the skimmer through the air. Skimmer jockeys normally have large chakra reserves since keeping a craft airborne by oneself can be extraordinarily taxing.

			Sky skimmers are used for everything between aerial combat, scouting, map making, industrial transport and simple transport of large groups of people around the area surrounding Tansha. Aside from the IAF, the skimmers are the only other known form of mechanized aerial transport.
