If any clan evades this, they will suffer consequences. This included branding, hazing and hate crimes- effective to the nation population as well. With this ordinance, Yatako outlawed the long unrest of the Hyuuga division. Though causing an uproar for some, the praise outweighed it but he was only concerned with preventing bad taste in the future. Those who started the ritual were long gone and nothing good came of it. The Seal of the Caged bird may only be applied willingly, as the concept was useful.
