It follows the tradition of the leaders of every village being referred to as the most important element to the village, and 'Shadow' at the end, which fits perfectly well with the shinobi-nin of Kumogakure, whom utilize lightning to such a degree that the Raikage title should not be used in any other village, or go unused in Kumogakure no Sato.

The military leader of the country. They are the one in charge of all ninja in the country and are called to the front of the government in times of war. A good Raikage has also been known to be used for politics even when in times of peace. Historically in the Country of Lightning, the line between Raikage and dictator or ruler of the country has been smeared. There are many instances in the country's history in which a Raikage was the highest power in the land and others where they had sunk to nothing but the mayor of their own hidden village.

In recent times, the title of 'Raikage' brings out mixed reactions within people depending on who you ask. While the average civilian may have nothing but praise about how the wonderful economy and more structured learning system, shinobi of the ruled nations tend to let the name seep out with venomous intent. There are even those who go so far as the accuse anyone carrying the Raikage title as a warmongering villain, despite the most recent Raikage's rather pacifistic approach to leadership.
