The Tsuchi Yuki Aggression Declaration is the combination of a public speech and series of legislation passed by Daniel Hollows in 2114. The combination of which declared that the Country of Snow was unable to be reasoned with and that a military solution may be the only option.

Terms of the Declararion

After a full year of negotiations following the Tsuchi Yuki Border Agreement of 2113, Daniel Hollows would declare the Country of Snow unable to be reasoned with in a speech to the citizens of the Country of Earth. It was then that he brought forth the Tsuchi Yuki Aggression Declaration. This declaration, signed by Daniel Hollows (Prime Minister of Earth), Alchem Syaoran (Tsuchikage) and Loyola Nine (Admiral of the I.A.F.), stated that any aggressive action from the Country of Snow would be seen as an act of war and would be met with the necessary force of a wartime state. The declaration was meant to show the power and resolve of the Country of Earth, but in the long run would create even more tension with the northern country.

This Declaration, as viewed by many critics, was a final line in the sand that drew exactly where Earth stood in the negotiations. Believing they had shown a significant hand of force when they swiftly ended the Western Earth Invasion in a mere five days, Hollows believed that Snow would not dare challenge them with their forces. However, Snow did not make any political reactions to the declaration and would continue as if nothing had happened. In fact, it seemed as if the Country of Snow had ignored the Declaration entirely.
