The city itself is broken into three sections. The Common District covers the majority of the city, the living spaces and markets of the common citizen of the city. The Merchant District is the home of the Hadasu, the largest train station in the nation and the heart of its extensive railroad system. The High District is the home of the former palace, the more expensive merchant homes and the new heart of the Yukigakure National Police. Each district is separated only by gates on the roads, no physical wall exists between buildings. For the majority of the year these gates would remain open, and in the past they would hardly ever be closed except in times of emergency. Now the doors to the High District are almost always closed and guarded.

Imil

Really the only place outside of Hyouden that can be called a city, Imil is a bustling port with a massive dock that stretches for at least a kilometer on the shores of the Hokkai. Because of the difficulty found in crossing the mountain passes between Yuki and Tsuchi, these docks are the major launching and landing point for about 85% of all of the countries imported and exported goods. It is also a popular haunt for pirates, illegal immigrants, disgraced NCIA soldiers and corrupt shinobi officers. Imil is about 10km down river from the capital of Hyouden and is the first stop for goods going to the city from outside the nation. From Hyouden goods travel by railroad across the massive tundras of the country.
