A slightly sadistic, but extremely intelligent Jounin, Utsuro uses his Genjutsu skills and Seals to destroy the minds of those that oppose him. An expert at breaking into his opponent's brain, the most common impression is that Utsuro spends so much time in other people's heads he's forgotten how to return to his own. Condescending and patronizing, it was once remarked that Utsuro could make others want to punch him in the face for just saying "hello". Even in highly precarious situations, it is not unusual to see him laughing or smiling, another personality trait most find unsettling or downright disturbing.

Iwagakure uses his prodigious, albeit controversial talents to good use - psychological torture, unwillful extraction of information, and erasing memories is all in a day's work for Utsuro. It has made him an invaluable tool and an incredible liability, as the Jounin has been privy to some of the most confidential information of enemies and allies alike. As such, he is kept on a rather short leash. It is rare to find him outside the confines of the Hidden Village unless a mission absolutely calls for it.

Despite negative popular belief, underneath his slightly psychotic exterior lies a cool, calculating man willing and able to do the dirty work to protect his country. His exploits peoples perception of him to his advantage, knowing that most write him off as being simply crazy. There are very few people who can make Utsuro "drop the act", and make him behave like the prodigious human being he is underneath the cold cruelty and dark humor.
