Chouzou was sealed in the Sanctuary of Immure, in the lowest levels of the Unknown Ruins located in the Eastern Oceans. Chouzou's chakra and strength was sealed into an orb by which this man used to control the Hokage when he was awakened again. He was used as a puppet to murder the previous Hokage and then appeal to the council.
