Sei Ryu was the Juudaime [[Mizukage]], actually serving two terms. He heralded from the Enkai clan, a mysterious and prolific clan found both in [[Kirigakure]] and [[Amegakure]]. Sei Ryu led Kirigakure into a new revolution, one filled with military might and actual peace. One could say that he had complete control over the country. After his bold move to conquer the lesser water nations, Sei Ryu became Nidame Amekage he was stripped of his title as Mizukage for Yukishiro Endo. After Endo was killed, Sei Ryu became Mizukage again to lead the resistance to victory. Betrayed by his son, Sei Ryu was captured and now presumed dead.

Unable to discover his locations, she had been stricken as a missing-nin and had found shelter with a traveling troupe. In time, the troupe would come across a man named Ezra, promising a glorious new home. The troupe developed into a cult once the yokai appeared into the world, seeking to create the perfect being. When they moved against [[Konohagakure no Sato]], she surrendered and sought instead to stop their insanity.

Born and bred as a mastermind, Sei Ryu was one of Kirigakure's most prominent figures. He was born to a no-name clan, simply a network of family that stretched across Kirigakure and Amegakure. Sei Ryu graduated the academy the youngest in history of Kirigakure at age 6. He flew through Chuunin ranks and was a Jounin at age 12. He was still young at the time and the Kirigakure elders felt that he would benefit from continual training underneath the best of the shinobi of the day. Sei Ryu was a student of both Kolyante Sourji and Zandoran Shishio, both successful Mizukage but entrely different people. Sourji was ruthless and Shishio merciful. Sourji relentless, Shishio diplomatic. Both helped Kirihgakure and both hurt her.

Sei Ryu delved into the sciences and chakra and became a fluent master in all forms of water. Ice, steam and oil came as naturally for water for him. In his basement, he began to experiment on genetics and finally constructed himself a kekkei genkai that enhanced his powers. From that day he built a family, he built an empire. He distributed this bloodline to his family and gave birth to the Enkai clan and wrote them this oath:

Now a patriarch of a clan in both Kirigakure and Amegakure, Sei Ryu had heavy attention from the ladies. At age 17, he fathered a son, whom he named Quinn. Sei Ryu built his reputation and succeeded Zandoran Shishio as Mizukage. His first act as leader was to rebuild D.E.A.T.H. from the ground up. As it was in shambles, he completely revolutionized the way it worked and brought Kirigakure into a thriving village bursting with wealth. But he was not satisfied with one country, he sought to unite the Water Villages and to create the strongest village on the planet. First, he claimed Amegakure.
His influence was already strong within the village of Rain. It was a short coup, dethroning the Amekage and taking his second hat. By using a strong space/time jutsu, Sei Ryu was able to travel between village with ease. This wasn't seen as all positive and so the Kirigakure Council stripped him of his rank and humiliated him, placing Yukishiro Endo in his place. Endo laid waste to the advancements Sei Ryu made and nearly destroyed his legacy. When the NCIA invaded, they slaughtered Endo and in this dark hour, the council pleaded Sei Ryu to return. And he did.
Sei Ryu led the resistance in the first year of their uprising. It would be argued that Kirigakure would have been free years earlier than it was if Sei Ryu had succeeded in his final plan. He found issue in the fruit of his seed. The person to ultimately bring him down was his son, Quinn. Donning the name of Creed, Quinn had no love for his father as the man was too preoccupied in himself than his child. Quinn was as much as a genius as his father and by manipulating Kiri, Ame and the NCIA, he was able to seal his father in a prison beneath Fort Zetsumei.
