Being an outsider of the five Great Shinobi Nations, Yuki no Kuni's shinobi core is extremely small, even in relation to its tiny population. The imperial guard, or BOREALIS, encompasses about 75% of all active ninja within the country, while the rest are employed in standard shinobi service. These shinobi, though, with their deplorable treatment and low pay, are torn between the Loyalist and Nationalist movements brewing within the country's underbelly.

Architecture

Permafrost has caused many buildings in the smaller villages to migrate a few feet above ground, suspended on thick stilts, which serve as a replacement for the foundation, which cannot be dug into Yuki no Kuni's stubborn permafrost. Igloos and Quinzhees are also quite common in the poorer areas of the country, where people have moved away from their homes and returned to the nomadic lifestyle of their ancestors in order to provide themselves with sufficient food.

Hidden Village

Hyouden and Imil

Hyouden, the capital of Yuki no Kuni, was once a small, yet lively town filled with small businesses and famous tourist attractions all crowned by the modest Kiyoyama palace. Now, however, the castle exists as the charred bones of a building and Hyouden is nothing but a ghost town. Where its central location on the railway once allowed the people a wide array of goods and opportunities to peddle their wares, mouths now go hungry and the population is bitter. The deflowered capital is also the last hub of NCIA control, with their Yuki central command striking fear into the jaded heart of the Yuki citizens.

Really the only place in the country that can be called a city, Imil is a bustling port with a massive dock that stretches fror at least a kilometer on the shores of the Hokkai. Because of the difficulty found in crossing the mountain passes between Yuki and Tsuchi, these docks are the major launching and landing point for about 85% of all of the countries imported and exported goods. It is also a popular haunt for pirates, illegal immigrants, disgraced NCIA soldiers and corrupt shinobi officers.
