The girl who would become Kagura was first discovered as a nameless, abandoned child on the doorstep of an orphanage in Arrakis. A quiet, somber child, she was named by a visiting member of the Children of Amaterasu's Life congregation for the only outgoing activity she seemed to enjoy; dancing. Shortly after forming a bond with the Children's relief workers, Kagura was offered a full education in the Children's main Church in the desert. Accepting with the encouragement of the orphanage's staff, Kagura was swept into the world of the sun-cult and quickly became enamored with the compassionate, welcoming environment the Children provided. She applied herself diligently to her studies and duties, serving as a Shrine Maiden and then a handmaid to the elder devotees of the Children. At the age of six Kagura entered the Children's training program studying politics, hospitality, commerce, diplomacy, emotional management, prayer and meditation. However, all of this would change with the arrival of the current ruler of the Land of Wind by conquest, Inabari Raikou. The Raikage's visit soon turned violent, resulting in massive destruction to the Children's shrines and personnel. Deprived of experienced leadership, the Children began to train their youngest and brightest members for war as the Kumogakure Empire imploded, fearing continued conflict brought on by the collapse of the Empire. It was in this moment that Kagura discovered the true nature of her gift; the once-lost Shakuton Kekkei Genkai.

    All of Kagura's clothes are very similar; dressed in the raiment of her station as a Child of Amaterasu as a girl and a young woman, wearing the customary robes and shrine-tender uniform has become as comfortable as any other type of attire. Again, her constant attention to the goddess forms a great deal of her social confidence and the cornerstone of her bearing; if forced to wear ordinary, civilian clothes she often finds herself far more uncertain of herself and the validity of her choices. The uniform in question is a pair of red hakama and white haori, laced with red ribbon to bind them hem in place. On her feet she prefers white socks and traditional tabi, specially reinforced to endure the high-speed lifestyle of shinobi. Underneath, following the teachings of her sisters and tradition Kagura eschews the conventional definition of underwear and instead wears sarashi and fuindoshi.
  • Mission:
    For missions and combat training Kagura wears a special variant of her robes, an outfit woven, created and infused with chakra to increase the user's resilience and speed. Identical in outward appearance to her casual clothes her mission attire is far more durable and contains many concealed pockets to hold ninja tools.
  • Formal:
    For formal occasions Kagura leaves behind the more practical hakama, instead donning an ankle-length pleated red skirt tied at the waist. In addition to her haori she also wears a series of intricate red ribbons in her long hair, surmounted by a red hairpin with the insignia of a rising sun wreathed in flame. On extremely formal occasions she goes beyond even this, wearing a full kimono decorated in red and white, also applying makeup befitting a devotee of Amaterasu.

The schedule was demanding and difficult, but Kagura's faith and devotion towards the Goddess gave her the fortitude to endure despite the lack of sleep and constant punishments from instructors unable to tolerate even the smallest of failings. Her gift was hailed as a sign of Amaterasu's favour over her life and the Children as a whole, a symbol of validation and justification for their strength and endurance through the trials of the last two decades. Kagura was immediately hailed as one of Amaterasu's Chosen Children, inheritor of a great destiny and unanimous representative of the new generation. After the first phase of her training was complete a ten-year-old Kagura was placed under the tutelage of the newly-consecrated Eldest Fire, Sasageru Matsuri. Under Matsuri's tutelage Kagura's skills increased drastically, diversifying from pure combat to practical and applied chakra theory, leadership, strategy and etiquette. Years into this instruction the Wind Daimyo, anticipating increased conflict and hostility with Konoha, invoked his treaty with the Children, drafting Kagura into their ranks as a shinobi of Sunagakure. Reluctant to leave her home but eager to experience the world outside, Kagura packed her few possessions and traveled to her new home, optimistic about what the future might bring.
