Arrakis; The New Seat of Power


Politics

While Arrakis, Sunagakure no Sato and Soma all exist within the Country of Wind, in practice each of the three major settlements exist more like independent city-states with a lose alliance that protects the greater boarders of their country. Arrakis is seen as the civilian seat of power within the nation, removed from both the militarized leadership of the Hidden Village and the ancient blood feuds of Soma. Recognized as the political authority by both Sunagakure and the other Great Nations, Arrakis officially serves as the new capitol even if the Daimyo's sovereignty is not recognized in all corners of the country.

  • Daimyo - In practice, the Daimyo's power is mostly limited to the city and it's surrounding area, though the strong alliance between Arrakis and Sunagakure no Sato enforces the
  • Captain of the Guard - As the name implies, the Captain of the Guard is the person who oversees all martial activity within and surrounding Arrakis, from patrols to investigations or arrests. They have authority over both the civilian guard of the city, as well as any shinobi who may be assigned there however temporarily. The position is appointed by the Daimyo, and a candidate does not need to be a shinobi to qualify. Currently the position is held by Ajisai Nio.

Economy

Arrakis is a port city, and as such, the backbone of their economy is from trade. As the city has expanded and grown in influence so have the various sea-faring trade routes, and it now common to see ships bearing the Arrakis flag throughout the Amber Coast. The government of Arrakis have established trade agreements with both The Country of Fang and The Country of Fire, the later of which allows for a more direct sea route to The Countries of Water and Lightning through the Wantentei waterway. Arrakis primarily exports luxury goods found and produced within the Country of Wind such as gold, iron, gemstones, glass and medicinal herbs, while importing products such as wood, produce, livestock and in emergencies fresh water. The ports also serve as the main market place for the city, where locals and traveling merchants alike display and barter for their wares. The various streets surrounding the docks are lined with storefronts and stalls alike.

Outside of commerce, recreational activities are the second largest source of income. This includes resorts and spas that cater to both locals and tourists, as well as the growing sport of Wind Sailing.

Military

While supported by the Hidden Village of Sand, the policing of Arrakis is primarily done by the civilian guard. This is a deliberate move by the Daimyo to enforce the idea that the city isn't simply an extension of Sunagakure no Sato see as Keito also served as an interim Kazekage in the months following the war. This has also allowed for civilians with lesser skills in chakra arts that would have otherwise flunked out or failed to advance beyond Genin level a chance to help protect their country.

Ranking among the civilian guard is generally a lose affair. Patrols within the city are usually done in pairs of two, and each pair is assigned to a certain district within the city which the oversee. With the exception of Captain of the Guard, there are no other formal rankings, though members who have served for more than three years are generally referred to as Senior Guardsman/woman, and any who have served for less than a year s "Junior". Guards are not trained to kill. It is their duty to maintain the peace, and apprehend anyone who does not abide by the laws of the city. The are generally only equipped with light armor and blunt weaponry like batons or clubs that be used to subdue common criminals. Any "wet work" operations are done by Sunagakure Shinobi, usually in secret.

Like many of the cities within the Country of Wind, the buildings of Arrakis are built primarily from stone, though the trade agreements with the Country of Fire have allowed for a larger presense of wooden structures that you are unlikey to find outside of the Port City.

Weather

While still brutally hot in the summer, as a whole Arrakis is spared from the harsher conditions that can be found within the interior of the country. Early Summer and Fall see higher levels of precipitation, with increased chances for violent storms or even tsunamis.
