NCIA

The Ninja Crime Investigation Academy, or NCIA, was the replacement for the Shinobi-nin of the Hidden Villages of the Continent which were taken over by the Hachidaime Raikage, Inabikari Raikou, Proclaimed Champion of Raijin at the time. The NCIA came into existence after the Invasion of the Known Continent by the Forces of Kumogakure no Sato and Rai no Kuni, and their primary purpose was to fight those shinobi-nin who stayed loyal to their home hidden village.

Each Shinobi Country's Hidden Village's leadership was replaced by the officers of the Raikage's new NCIA, and they were referred to as the 'Captain' and 'Vice-Captain' of that Country's NCIA division.
