The 1st Annual Gennin Exam and Ranking Tournament

As decided by the Kirigakure no Sato Council, -in attempt to re-stabilize the village before the choice to replace the Kuudaime Mizukage and Juudaime Mizukage (BDIH*)-, Kirigakure no Sato will be organizing, running, and hosting a tournament for Kirigakurans and Mizu no Kunians who are willing to pledge themselves to the village and who are equivalent of gennin rank. This tournament is for placing in teams, ranking within the village rosters to help with such placing, and in addition prestige for those who might enter. There will be both cash prizes for competitors who reach the semi-final rank and the winner of the tournament. Other prizes may be resulted.

Trying to bank on the Bloody Mists' prideful history of battle, the Kirigakure Council decided to invest their time and energy in turning the attention to the children, since they were the future. A handful of Gennin participated, much like a Chuunin Exam, except this was not for promotion but rather for a sense of nationality. It was a reasonable success, although some who participated were not of Kirigakurean Origin. The first event was a scavenger hunt, the second was a one on one battle. In the final round, it was announced that Tempura Oar was murdered, only for him to show up some minutes later, insinuating the Kirigakure government was lackluster without a proper leader.
Enter DEATH
During the final match of the GERT, the rouge ANBU squad of Kirigakure, DEATH, swarmed upon the Mizukage's Pavilion where the event was being held. The battle broke out immediately as blood was spilled. Every spectator was called to fight, but many had shrunk in fear, especially when a couple of legendary blades originating from the Seven Swordsman of the Mist emerged. And then at the drop of a pin needle, something called them away. DEATH faded back into the mist, leaving only bone and blood in their wake and rumors that many factions called themselves the government. There was one thing for sure though: the attack was a diversion. DEATH had stolen the ceremonial Mizukage garb that lacked a wearer. Mizu no Kuni became a lot more unstable.
Needless to say, annual was a bad choice to name the event.
