The Ninja Crime Investigation Agency, or NCIA, was the replacement for the Shinobi-nin of the Hidden Villages of the Continent which were taken over by the Hachidaime Raikage, Inabikari Raikou, Proclaimed Champion of Raijin at the time. The NCIA came into existence after the invasion of the known continent by the forces of Kumogakure no Sato and Rai no Kuni (more commenly refered to as the Kumogakure Invasion), and their primary purpose was to fight those shinobi-nin who stayed loyal to their home hidden village. They were a direct organization that came into being as a subsection of the Kumogakure Empire.

Structure

Each Shinobi Country's Hidden Village's leadership was replaced by the officers of the Raikage's new NCIA, and they were referred to as the 'Captain' and 'Vice-Captain' of that Country's NCIA division. Each of the Captains would report to the General of the NCIA Forces in Fang, Momochi Rakurai in Nigiyakashufu.

It was the policy of the NCIA to allow those who wished to continue to protect their village to join their own ranks, so that it became the normal that a village's NCIA members would be primarily made up of former ninja of that village. Many younger shinobi were brought under this system and became tools of the empire.
