:* There would be a new military force in the nation, one that the Hokage would call the Sentinel Guard, as they were the protectors of the nation.  While a good portion of the money funding the military strength would be transferred to the economy in order to stimulate it and eventually be able to sustain both branches, these Guards would be able to withhold the law of the land.  They would become the public ANBU, for each one was hand picked as elite ninja by Yatako and they would be referred to as 'precious stones' and the Hokage would be their leader as the 'Silver band that hold them together.'  In light of the ROOT issue in prior years, the Sentinel Guard were also an failsafe and protection against them, also seeing the DEATH problem in [[Kirigakure]].  Each guard member would also be in control of the militia of the region they were residing in.

:* Every Missing-nin that was a criminal to the Leaf prior to Yatako's election would be forgiven and have their names crossed out of the books in a grace period of eight years.  Many of the Missing-nin had been recorded may have either been killed in combat, or had a turn of heart during these years and they would be looking for a new start.  Yatako promised in a whim of good faith that they would be given that new start, but of course they would have to prove their good heart in one way or another to be a shinobi of the Leaf again.

:* Any clan wishing to discriminate their members from one another in any way must have their ceremony approved with reason by the government.  If any clan evades this, they will suffer consequences.  This included branding, hazing and hate crimes- effective to the nation population as well.  With this ordinance, Yatako outlawed the long unrest of the Hyuuga division.  Though causing an uproar for some, the praise outweighed it but he was only concerned with preventing bad taste in the future.  Those who started the ritual were long gone and nothing good came of it.  The Seal of the Caged bird may only be applied willingly, as the concept was useful.

:* Yatako would make a deal with private investors to have a strong say in funding and running the Hospital and Academy.  Although Yatako would be able to appoint the Headmistress of the Academy, they would reserve the right for the Chief of Medicine.  Private investors working with the government would ensure that all who used the facilities would be given proper and exceptional care.  Students would be taught more about the other nations of the world and the hospital would be able to invest in cutting-edge technology.

:* Before its destruction, Kinomi no Toshi was not a well known place, bur after hearing its sad tale, Yatako felt indebted to [[Hohken Soujiro]] and Hohken Tsukasa for their sacrifices and was determined to allocate funds to assist in the project to rebuild as a symbolic message that even the smallest towns would not be ignored and everyone would be taken care of in Yatako's term.  [[Kinomi no Toshi]] was also a prime candidate for a few of the nation's newest holidays.

:* Through the years there were too many port cities that popped up, due to the fact that villages around the coast didn't have too much communication with each other.  They tried to remain as inclusive as possible to keep the [[NCIA]] out of finding their shinobi. In order to be productive they would need to make two super ports, that would house the main imports and exports of the nations and the smaller ports would supplement them.  One port, Eyama in the Anbaenkai region already existed, it would just need to leech into the surrounding communities and consolidate them in the western side of the country.  On the eastern side, they would need to build a new port they would call Sunyin.  between the two ports, [[Konohagakure]] would trade with four countries.

:* It was no secret that there was a [[Forest of Death Fire]] not too long ago and the perpetrators were long since gone.  However, in retrospect, the fire started as a self defense mechanism against the horrors of war.  As a powerful symbol of the Village of the Leaf and deeply a sanctified area, the Forest would need to be cleaned up with the ashes moved out and new trees planted.  Various ecosystems needed to be healed and if the symbol of death in the country died, it would probably give off a negative image.  Luckily, as if touched by divine hand, the forest itself started healing.  As an act of responsibility, the humans needed to play their part.

:* As part of the new revolution of the country, they would need to edit their current form of transportation, opening up new bicycle and cart paths, as also making them safe.  A project they would embark on would be finalizing the start of the railways system in the country.  The track would begin in the capital [[Nigiyakafushu]]and run to Eyama port, to Hotarunoshi, to Sunyin port, to the outside border of the country that will be accessible to other tracks into other countries.  It will be the transportation of trade into the countries not accessible from sea.  The tracks will not run near Konohagakure in order to keep the village hidden.
 
:* Yatako has also been in the works with a private inventor named Osaka Lok, the pair have come up with a new device to install on all bicycles that will help transportation go easier and quicker.  Looping around the chain will be an extra tubing connected to a small capsule cell that is used to store a fraction of the rider's chakra.  When they channel their chakra into the "Low Frequency Chakra Cell" (LFCC) it will send the chakra around the tube and propel the chain forward, causing a much easier and less taxing ride.  Citizens will now also be able to go much longer distances.  The LFCC is locked in place and upon removal without a proper tool, it will not function.

:* An NGO (Non-governmental organization) that works as an IGO (International governmental organization) that sole purpose in preserving the rich history in every country.  The organization is based out of Fang and sought out Yatako, of which he agreed to let them run in [[Hi no Kuni]].  Their job would be to regulate tourism with top notch employees of the country, set up a travel agency for people to travel and begin an archeological dig and tour of the Ruins of Uzushiogakure no Sato.  With this, Yatako gave clearance to open up the site to the public with special permission as they might be able to recover lost information and make a new symbol for the world.  It would also ensure that all festivals would commence as planned.
