:* Every Missing-nin that was a criminal to the Leaf prior to Yatako's election would be forgiven and have their names crossed out of the books in a grace period of eight years.  Many of the Missing-nin had been recorded may have either been killed in combat, or had a turn of heart during these years and they would be looking for a new start.  Yatako promised in a whim of good faith that they would be given that new start, but of course they would have to prove their good heart in one way or another to be a shinobi of the Leaf again.

The Ten Ordinances was a list of ten things Hyuuga Yatako gave to the people of Hi no Kuni after his promotion to Hokage. It resembled a typical State of the union address. The summit was held in Konohagakure no Sato due to convenient reasonings. Political scholars have analyzed the speech to favor a more liberalism approach to the nation, but many speculate that it is because he had to in order to win the social support of many citizens. His distant gaol was also to give Kumogakure no Sato a favorable name once again and with a predominant realism view, he would not be able to do so. After being elected Hokage, he assumed full responsibility for the nation's militaristic, political and economic needs as he was also training the future Daimyo Yoshida Kasumi in a way higher learning and maturing to fit her role. After she became Daimyo the two would hold near equal shares of power and address the nation together. His political stance is much like Aristotle on the value of Humans are naturally sociable and cooperative." He saught to hold a Post-Modernism view and blend the concepts of "Tribalism" and "McWorld." In terms of sociological perspectives, he identified himself with the Structural Functional paradigm (in which everything in a society has some sort of function).

Ordinance 1: Establishing the Future Political Structure

  • Yatako would further teach the young Daimyo in the ways of politics and shinobi so that she would know through and through what kind of life she would be sending her troops to do. She would also be given an adviser that lacked the appropriated ninja training, for eyes that existed outside of the ninja life. in this way, both parties would be represented in the mind of Yoshida Kasumi. He proposed that when the Daimyo was ripe in knowledge the two of them would share power and decisions, with a slight more executive decision based on the Hokage's word. He would have a cabinet consisting of eight additional departments in addition to himself- making nine. The departments would be: Commerce/Economy, Police/Judicial, Ecosystem, Education, Foreign Relations, ANBU/threats, National Health and Energy.

Ordinance 4: Civil Discrimination Laws

  • Any clan wishing to discriminate their members from one another in any way must have their ceremony approved with reason by the government. If any clan evades this, they will suffer consequences. This included branding, hazing and hate crimes- effective to the nation population as well. With this ordinance, Yatako outlawed the long unrest of the Hyuuga division. Though causing an uproar for some, the praise outweighed it but he was only concerned with preventing bad taste in the future. Those who started the ritual were long gone and nothing good came of it. The Seal of the Caged bird may only be applied willingly, as the concept was useful.

Ordinance 5: Leasing the Hospital and Academy to Private Corporations

  • Yatako would make a deal with private investors to have a strong say in funding and running the Hospital and Academy. Although Yatako would be able to appoint the Headmistress of the Academy, they would reserve the right for the Chief of Medicine. Private investors working with the government would ensure that all who used the facilities would be given proper and exceptional care. Students would be taught more about the other nations of the world and the hospital would be able to invest in cutting-edge technology.

Ordinance 6: Rebuilding Kinomi no Toshi

  • Before its destruction, Kinomi no Toshi was not a well known place, bur after hearing its sad tale, Yatako felt indebted to Hohken Soujiro and Hohken Tsukasa for their sacrifices and was determined to allocate funds to assist in the project to rebuild as a symbolic message that even the smallest towns would not be ignored and everyone would be taken care of in Yatako's term. Kinomi no Toshi was also a prime candidate for a few of the nation's newest holidays.
