The Rinne Festival
The Rinne Festival (or Saṃsāra Festival) is a winter holiday celebrated in the ninja villages and other parts of the world. Originally, the holiday was a time of prayer and reflection, where the people of old looked back on the year gone and prepared for the one to come. Over the years, it has evolved into a time of merriment where friends and loved ones exchange gifts. (Fun Fact: On the moon, the Rinne Festival coincides with the floating temple of Ōtsutsuki Hamura coming into close proximity with the Ōtsutsuki clan’s castle, this period of time is recognized as the Tensei Festival by those who live on the moon. But how they celebrate it is largely a mystery!)

 

Following last year's success, we are bringing back the Rinne Festival with some revisions! We are trimming the fat this year around this event given that we still have an event in play and the back end of the year has been rough on all of us.  For all the effort put into this community and the event last year, we are expediting the process! We still want you to get cool stuff and a chance to engage with each other and feel great about being here despite this busy time.  With that in mind, here is the timeline for this year!

December 20-29 
We will be updating this process from last year with both how it works and the ticket process.  Stay tuned for these dates!
 
Phase 3: Celebration RP
December 27-January 10

 

What we will not be doing this year are: the preparation mission, games, and prince & princess event.  As I said earlier, this year we really want to focus in on the character and community interaction.  The RP event was really fun last year, so let's cut right to the chase and enjoy it!

A Note on Costs: All items listed have a cost of 0, and therefore cannot be resold for any value (Unless otherwise stated. You'll know the exception when you see it). Items may however be traded as normal. Techniques and skills possess a cost and then (0) beside it. This means that any character gaining that skill through this event will receive that technique or skill at the cost of 0 SP/JP, but should they teach it to any other character, it would cost the normal amount listed.

Effect: When used, the user may increase their total Experience gains by +50% for the next 5000 Experience.
Description: The are countless editions of training texts that assist young shinobi in learning the ways of the nindo. These particular volumes are of the highest quality and are chock full of incredibly useful information for even the most experienced of ninja. By cross-referencing these materials, a ninja can enhance their training and get the very best results out of their hard-work.

Effect: Characters with this skill gain +1 Jutsu Point after each completed Mission, to a maximum of +15 total Jutsu Points.
Description: Some ninja possess an unquenchable drive to succeed. These shinobi often gain even more from missions and duties than their peers. Each operation is a learning experience that leads them down the path of greatness, and they always jump at the chance to learn from a new challenge, especially if there is a possibility that they can witness a new strategy or technique to augment their own abilities.

Item: Synapse Ignition Seal

Type: Consumable Item
Effect: When used, the user may add +1% to their Chance to Dodge physical attacks for every 20 points in Concentration they have for two (2) turns.
Description: When this seal is attached to the user's body it alters their brain chemistry to fire rapidly, speeding up their reaction times and giving them a sense of time slowing as attacks become easier to dodge. This drug is often nicknamed the "Orange Fire Migraine", as it's abuse leads to incredible pain that leaves them unable to function, often with vision blurred with orange coloring.

Effect: Once per ninja rank, characters with this item may purchase a technique above their rank for 1x the normal JP cost, or they may purchase a technique they could normally purchase for .5x the normal JP cost. The effects of this item may be applied retroactively (i.e; A technique purchased for 2x the normal JP may have their additional cost refunded.)
Description: A set of must-have scrolls for young and old shinobi alike. These instructions are laid out to make understanding even difficult techniques easy. These training scrolls are often kept at academies and libraries where they can be used by many, but the truly initiated ninja keeps a set of these for their own personal use.

Type: Ninjutsu [Void | Fūinjutsu]
Rank: Jounin
Cost: x Chakra
Effect: This technique may be performed in the Setup Phase. When determining the cost of this technique 'x' is equivalent to the cost of 1 chosen technique that was performed after the user's last turn. The chosen technique must be equal to or lower than the user's rank, and may not possess a bloodline requirement that the user does not possess. This technique has a 30% Chance to Fail. If successful, the user may use the chosen technique once during this battle. This technique may only be used once (1) per battle. The user of this technique may not use another technique in the Setup Phase for two (2) turns. This technique may not be taught.
Description: An extremely uncommon form of jutsu, Technique Transcription is a form of complex sealing arrays that are sealed into the user's ocular nerves. When the user witnesses another jutsu, they may perform this technique and force-ably seal the particulars of a jutsu into their brain for a short time. This form of sealing while extremely precise, is not as perfect at copying techniques as the Sharingan, because the activation of the sealing formula completely removes the ability to perform this technique from the user's brain.

Description: The Herbal Coagulant enters the patient's bloodstream, boosting their Chakra Circulatory System and enhancing their natural ability heal by a massive magnitude. Repeated use of this drug causes sickness and permanent cellular damage and is not suggested as a primary means of battlefield triage.

Attributes: Keen - Attacks made by this weapon gain +5 to their critical threat range.
Special Abilities: Surgical Blade - Targets may only apply 25% of their base Defense statistic when modifying the damage dealt by this item, but any bonuses to their Defense statistic are doubled.
Description: A scalpel is an extremely sharp, small bladed instrument meant to cut through skin, tendons, and muscles. It is used primarily by medical-nin, doctors, or practically any individual with medical expertise to perform surgery. However, due to its sharpness, it could also be used as a potent weapon against a foe. The razor sharpness of these blades make them excellent for slicing through organic material, but even modest armors render them nearly useless.

Effect: Up to 2 Bloodlines of any type may be stored within this item for up to 2 months (IC). Additionally, when transfusing a Bloodline that was stored in this item, the cost of that transfusion is reduced by 両250.
Description: These specially designed sets are made to house samples of various materials for usage or study. They come with a number of different containers and a preservative solution that keeps even extremely fragile samples from decaying. In the shinobi world, these kits are most often used in the collection of kekkei genkai from fallen shinobi, often collected for scientific research, or even to preserve them so that they may be implanted into another shinobi at a later time.

Effect: As a free action, characters with this skill may treat any ‘Medical’ technique as if it were a multi-hit technique with up to 3 strikes. The total amount healed is divided evenly among the number of strikes (rounded up).
Description: Few medical shinobi have the concentration necessary to heal multiple patients at one time, though the ability is not unheard of among the more gifted practitioners of the medical arts. By dividing up their attention they are able to administer swift medical treatment. The division of the medic's chakra does cause the potency of their healing jutsu to suffer at the expense of healing multiple patients.

Technique: In'yu Shōmetsu | Yin Healing Wound Destruction | 陰癒傷滅
Type: Ninjutsu [Void | Medical]
Rank: Jōnin
Cost: 150 Chakra
Effect: This technique may be used in the Setup Phase. The user of this technique is afflicted with 1 turn of the status effect ‘Induced Regeneration; 1’. If the user of this technique is dealt damage in their next Response Phase, the amount healed by ‘Induced Regeneration’ is increased to 375. This technique may be used 2 times per battle. The user of this technique may not use another technique in the Setup Phase for 2 turns.
Description: Originally created by the medical prodigy and student of Orochimaru, Yakushi Kabuto, the Yin Healing Wound Destruction technique is one of his earliest achievements and a medical technique that requires an extreme amount of skill in chakra control. By preemptively applying medical treatment to the areas of their body where they anticipate an injury and lessen the impending damage to a minimum. Naturally, this technique requires extreme battlefield awareness to properly deduce the targeted area of their body, and accurately begin the cellular regeneration process before damage is even sustained.

Description: This leaflet of paperwork was obviously obtained by some less than reputable means. In most situations, only a jōnin of your particular village ever gets their hands on these documents that are used to note an elevation of danger or expected work in the field. You could use these as they're intended, or... really get paid the next time you have to pick up trash in the park.

Description: Rinne Festival discount coupons! These are a handy gift for when you don't know what to get that special someone who has grand tastes. Let them knock a few bucks of whatever they really want so that they don't open up a package of socks to great disappointment. Maybe not the most heartfelt gift, but at least its not a three-flavored tin of popcorn.

Effect: Any time a character with this skill completes a C Rank or higher Mission they are also rewarded 5 Shuriken, 2 Kunai, 1 Flash Bang; Rank x, and 1 Explosive Tag; Rank x. The value of ‘x’ is determined by the rank of the Mission being completed (i.e; C; 1, B; 2, A; 3, S; 4). Items gained by this skill may not be resold or traded. The effects of this skill do not apply to ‘out of character’ Missions.
Description: Being a shinobi is expensive, and most ninja have to buy their equipment from local shops or have it custom made by artisans. Some crafty ninja know better though. They get in good with the village quartermaster so that they can get a few extra supplies for the good work that they do. After all, what’s the point of having such useful operatives if they don’t have the tools to keep themselves alive in the field.

Effect: Characters with this item may write 1 Post to turn 2 Small Weapons in their inventory per ninja rank into ‘Sharpened’ Small Weapons. ‘Sharpened’ Small Weapons have their base damage increased by +5. After a ‘Sharpened’ Small Weapon is used in an attack it loses its ‘Sharpened’ bonus.
Description: While most ninja weapons are serviceable in the field, some ninja are obsessed with using only the most keenly honed weapons. After all, what is the point of having a weapon if it fails you right when you need it most? To this end, many dedicated ninja carry sharpening stones on their person, which they use to keep their weapons in top shape. Sharpening stones come in a variety of shapes and sizes, but are most often small and easy to conceal.

Effect: When used, the user may select 1 'Tactic' from the skill 'Master Tactician' and activate it during their set-up phase. The chosen 'Tactic' may be used for the duration of battle.
Description: A series of treatises on the fundamentals of combat. Many great, shinobi tacticians cut their teeth on the theories within the pages of these books. Each book focuses on the nuances of a single stratagem or tactic, allowing the reader to digest and understand them one at a time.

Effect: This item may be used to increase either the user's Taijutsu, Ninjutsu, or Genjutsu (chosen when used) statistic by 1.5x its base value for 1 turn.  
Description: There are several varieties of battle stimulants from the various shinobi nations, each composed of their own unique ingredients, but all seem to be variations on stolen or out-dated Akimichi clan formulas for food pills. These pills have one goal, momentarily increasing a shinobi's offensive capabilities to their utmost potential.

Effect: Inflicts the status effects 'Prone', 'Stunned' and 'Poisoned; 500' for 1 turn.
Description: An exceedingly rare poison that is a favorite of assassin's because of its potent effects. As a neurotoxin, Godslayer Poison causes the affected's body to seize as it takes effect, paralyzing them before it begins to very rapidly break down the cellular structure of the body. The visual affects of the toxin are not pretty.

Attributes: Affliction [Exposed] - A weapon with this attribute has the potential to afflict a target with one (1) turn of a status effect when successfully struck. The status effect is chosen at the time of purchase. Once per attack with this weapon the user may choose to increase the cost of the attack by 0.5x, where x is the CP value of the chosen status effect. If they do, they may add the chosen status effect to a single strike of their weapon attack. Status effects with a CP value of 50 or higher, or any status effect with a variable cost may not be chosen for this attribute.
Special Abilities: Aegis Sunderer - Once per battle if an opponent is afflicted with 'Exposed' you may add the effect 'Destroy Item' to an attack you make in your Main Phase.
Description: The term ono is a specific type of axe, and often used to describe various tools of similar structure. As with axes in many cultures, ono are sometimes employed as weapons. Many existing examples of this particular weapon are associated with the monks or temple guardians, who also adapt other agricultural tools as weapons. Although rare, samurai are also known for using ono in historical times. When applied properly, the ono makes a great tool for breaking through defenses, allowing the wielder the strength to break shields and armor with sharp blows.

Attributes: Fortified - Armor may be modified with the following traits: Parry, Defend, Ward, Dispel.

Defend - As an action in your Response Phase you may Block (take half damage) a single Taijutsu or Basic attack. This ability may be used a number of times equal to the times it was purchased. A character may use this ability a maximum of two (2) times per battle.
Special Abilities: Precise Kata - Whenever you spend a Taijutsu charge you have a 15% chance to regain that charge.
Description: For centuries the use of simple leather arm wraps has been a tradition in training the martial arts. Their uses not only allow one to guard themselves from harm, but also allow them to use advanced techniques and maintain momentum when certain strikes might lead many to pause. The bindings keep the ligaments from twisting in the shock and speed of ninja combat as well, while making an excellent guard.

Effect: When used, the user may add +1% to their Chance to Dodge Genjutsu for every 40 points in Defense they have for two (2) turns. 
Description: When this seal is attached to the user's body it alters their Chakra Circulatory System, funneling adrenaline into the system and using it to rebuff mental attacks on the user's mind. The effects of this are not well documented and at this time it's use is cautioned as the full list of side effects is currently unknown.

Item: Shadow Sutra

Type: Consumable Item
Effect: This item may be used in the Response Phase as a Free Action to increase the user’s evasion by +200 for 1 turn. The user must reference this item in any dodge rolls being made on the turn that it is used. 
Description: A specialized form of sealing formula that functions similarly to a condensed Body Flicker technique. When affixed to the body, the seal is activated and the wearer's evasive abilities are enhanced beyond their normal capacity, easily allowing them to dodge lethal attacks. Unlike the basic body flicker, Shadow Sutra's leave a dark, wispy chakra in the user's wake, giving the item its name.

Item: Chainmail Shirt
Placement: Body
Attributes: Underlay - This item may be worn in addition to another item that occupies the same 'Armor Slot'. If this item is destroyed, any other items occupying this slot are also destroyed.
Anti-Bleed; Rank II - When afflicted by the status effect 'Bleeding' the damage dealt to the wearer is reduced by 10x per turn where 'x' is equivalent to the total rank of this attribute affecting the wearer. This effect may not stack with other instances of 'Anti-Bleed'.
Description: A commonly used defense for shinobi all across the world, these thin mesh shirts serve to protect the wearer from sharp objects and attacks. Because of the thin material that makes up the armor, these chain shirts fit easily beneath regular clothes offering hidden protection for ninja that need to stay light on their feet.

Type: Passive Item
Effect: The base damage of physical attacks that target characters with this item are reduced by 20 and the Health/Durability of any construct created are increased by 20.
Description: The shape and style of these trinkets vary by owner, but they all serve to bolster the fortitude of their owner. These items allow their owner to withstand even more punishment in the defense of the things that they hold dear.

Skill: Instinctive Guard
Effect: Once per battle after making a dodge roll the user may increase their Block Range by 5 as a free action.
Description: Years of training have drilled instincts into you that come out before the mind can even process what is happening. Your body is able to react before you know what is happening, shielding yourself from harm and decisive blows.
