Description:  The practitioner of Weeping Widow and Silent Sister crosses their arms with the weapons in hand, creating a barricade made of blades and in front of the user. As the blades itself run along the shaft and tip of the weapons, it causes damage to the unbeknownst attacker.

This will probably need to say "If a melee-range Taijutsu attack deals damage to the barrier created by this technique the user of that attack is subject to the effects of any special abilities or attributes of the user's equipped weapon."

That makes it more clear, but I would also like to see a link to the weapon in question.

I would be more okay with this if it were a main-phase thing, if it had a higher chance to fail, or if it had a cool down.

Right now, you can get some serious benefits for negating a technique and only have a 5% chance to fail. Getting exposed and bleeding on somebody is basically as good as making an attack on that turn. So you could:

Make it a Main Phase Barrier This would broadcast your intentions beforehand and give your enemy the chance to choose how to deal with you. I think it's a fine option, and allows for counterplay without really compromising the integrity of your technique.

Give it a bigger Fail Chance Increasing the fail chance on this would make it more like performing an attack to block an attack, and if you missed, you would still get hit, but if you hit, you'd handle the attack and then the enemy would take shots from your weapon. It'd need to be like a 50% chance to fail to be acceptable to me.

Give yourself a cool-down Not being able to use another Response Phase Jutsu for 2 turns after this would also be an acceptable method of handling this to me. It would prevent you from spamming it against every attack, which would obviously cripple a taijutsu fighter.
