~History~

Centuries before Rai no Kuni went to war at the demand of its Raikage to build its empire, the greatest healers in Rai no Kuni gathered together to speak of a series of plagues moving across the lands around them. Slowly, as their efforts at combating the plague became clear, healers from other countries began to migrate into the country. As the threat of the plague subsided, the healers met one last time to create Sedai Kyoukai no Ijutsu. A Rai no Kuni native was appointed as Head of the Organization, Sosuka Kieru.

It was debated for a long time on what symbol was to be used as Sedai Kyoukai no Ijutsu's emblem. In the end it was decided upon a wolf, stylized in exact detail howling at the moon. It was thought that the wolf - a pack animal that could also run on its own - was a great symbol of the Medical Ninja's ability to work alone, though always stronger in a group when working together. The symbol was embroidered into a healer's clothing in colored thread indicating where the healer was from when he or she was accepted into the organization, and soon became known across the world as a symbol of peace. It was the greatest of dishonors to harm a healer wearing the Howling Wolf.

To avoid the possibility of imposters harming others - against the deepest credo of the organization - under the guise of the Howling Wolf, a personalized symbol was stitched in stitches so small they were barely visible in the bottom right corner of the wolf's torso. This was one of Sedai Kyoukai no Ijutsu's greatest secrets, as only another Sister or Brother of the order could officially confirm or deny whether a ninja was a member.

An ancient craftsman of gems with magical properties was commissioned to create a pendant for the Head of the organization. The pendant was called Seitsuno, and was made of amber set on bronze, painted carefully to highlight the accents. A rune was carved into the body of the wolf, also highlighted with golden paint. The pendant is said to have the ability to stretch the chakra of the healer who carries it far beyond what is natural, at a direct cost to the healer's body and - eventually - his or her life. The pendant was handed down to each generation of Organization Heads, until it finally came to rest on the neck of the youngest head to ever take the seat...the 19 year old healer Tukoru Sokai.

Sokai took her seat at around the same time that Kumogakure no Sato's dreams of conquest first began, and she headed the council of Sedai Kyoukai no Ijutsu as they stood before the Raikage to express their immediate disapproval. When that failed, they took their disapproval public, even going so far as to break the organization's credo and publicly refuse to heal any of the NCIA ninjas injured in their bid to create an empire. Sokai took to wearing her pendant outside of her clothing as a reminder and a subtle slight to the Raikage of the power her office held. Her entire order flanked her, from the eldest adviser to the youngest apprentice, and their silent, public disapproval began to wear on the public opinion of the beginnings of the empire.

Enraged, Inabikari Raikou destroyed Sedai Kyoukai no Ijutsu and a majority of the healers within. Standing side-by-side with the Combative Medical Ninjas that she had begun accepting into the organization, Sokai stopped him short when he reached her. Still, the damage had been done. Sokai and all of those who had stood with her were exiled from Rai no Kuni, and it was sworn that any Medical Ninja wearing the Howling Wolf would be destroyed without question. As the empire began to spread, and the healers were indeed destroyed, it became the better part of valor for all clothing bearing the Howling Wolf to be burned. To protect their healers, many countries donated new clothing, or assisted in massively ripping out the stitches of the elaborate embroidery.

Since the fall of the organization, it has been all but forgotten in the deepest levels of history. The jutsus and skills the organization once boasted are passed down by word and example without an explanation of where they were originally learned. For herself, Sokai was smuggled out of Rai no Kuni by the gypsies along with those who had stood beside her. She traveled for several years, finally settling down in Mizu no Kuni's Kirigakure no Sato when she met the love of her life, Serasaki Kasuko. Before her death, Sokai gifted Seitsuno to her first-born child, a Daughter-heir to her powers that Sokai called Kaysu. Sokai was unable to teach Kaysu of the jutsus and skills specific to Sedai Kyoukai no Ijutsu before her death.
