Organization History

In the middling years of Kumogakure's occupation of the ninja world, an idea was formed in the minds of those that the NCIA repressed and controlled. It began as a murmur, but this tiny, fearful whisper became louder with each ear that it reached, and soon it had grown from the meekest of noises to a roar amongst the civilians and ninja alike. Even before that though, it had reached the ears of the Raikage.
"Was it true? Did the NCIA have a secret division specifically designed to kill powerful ninja?"
No. It hadn't been at the time, but what opportunistic leader wouldn't take advantage of the fear that a fictional group already held, by creating a tangible likeness of it.

Thus, ONI came into being. The name was a point of pride for the group, and a sign of strength to those who would oppose them. The Oinen Naiten Ittai, or Hunter-Nin Secret Investigation Squad was to be modeled after the many organizations that had served the individual nations of the world. A group that worked from behind the scenes, letting their existence go largely unnoticed.

The strongest shinobi loyal to the NCIA were gathered from all over the world. These were no mere pawns in the game that was Kumo War. So strong were these ninja that with ease their combined might could decimate whole armies of lesser ninja. The group totaled twelve members, each one with their identity all but wiped away. Their names carried no more meaning, only their codenames meant anything. Each members codename was taken directly from one of the twelve animals of the zodiac, and they were issued a mask in it's likeness. This was the Raikage's homage to the other organizations such as ANBU and DEATH. The masks were a mockery though, each one's pristine white porcelain painted black, and adorned with highlights of the deepest crimson.

The members of ONI were ninja of unparalleled power, but the unifying trait amongst all of them was that each one was so deeply entrenched in war, that nothing else mattered to them. Killing was their job, and there were none better at it. If the Raikage suspected a village of harboring Resistance fugitives, ONI was deployed, and then the village was gone. There was no quarter from them. Man, woman, nor child was safe from the group.

Up until the waning days of the Kumo regime, ONI worked as one cohesive unit. Each member complied with orders and things went well. Their occupation allowed them to kill as much as possible, and often that was all that the team wanted, and as such they were happy. The twelve racked up a considerable amount of confirmed kills during this time. When the chain of command began to break down under the stress of the Resistance, things went south. ONI was composed of murderers and criminal ninja, none of whom liked the others. Without firm orders, their squabbling and insults escalated.

It is unknown exactly what happened to the Hunter-Nin Secret Investigation Squad after the fall of Nigayakashufu. It is known that they were not present at the battle, nor were any of them scene or heard from alive after that point. It is widely believed that the group turned on each other, as the bodies of several members were discovered in Ame No Kuni shortly after the restoration of the ninja villages.
