Description: The Jounin Creates a tube out of steel that is closed on one side and a steel ball to be used as a projectile. Using the simple laws of combustion and pressure, the Jounin then sets off an explosion between the cannon ball and the closed off end, which shoots the Cannon ball toward the opponent.

Okay! Couple of things:

1. You want it to be both Fire and Earth, and not a combination of both, correct? This is fine, but bear in mind you'd still need both "Subtle Element" skills to use it, and you only get the bonus for the first element listed [in this case, "Subtle Elements: Fire". See: Combinatorial Elements

2. Jounin level techniques have a damage cap of 320 ninjutsu damage.

3. Ninjutsu uses a cost:effect ratio of 2:3 [meaning, for ever 2 you spend in cost, you do 3 damage, see Ninjutsu

So, assuming you wanted this to do the max amount of damage, it would go something like this:

Cost: 263 [320 Damage * 2/3 = 213, + 50 for Stunned]

Damage: 320

Effects: Opponent is Stunned for One Turn.

Using the simple laws of combustion and pressure, the Jounin then sets off an explosion between the boulder and the closed off end, which shoots the boulder toward the opponent.

Because "canon" is a legitimate English word; you might see it a lot in anime/manga fandom where "canon" is content that is officially recognized [e.g. "Rasengan" is a canon Naruto technique]. As for whether or not it should be Steel... eh, that's up to you. Rule wise, there's nothing wrong with it being both Earth and Fire [but not Steel]. The big differences system-wise come with the elemental specialty:

1. Making it a "Steel" technique would require the user to have an additional skill [Combinatorial: Steel], but you'd be able to choose your elemental bonus from Earth or Fire on use, as well as the bonus from "Steel".

2. Making it "Fire" and "Earth" would not require the [Combinatorial: Steel] skill, but you only get one elemental bonus always, whichever element is first listed in the technique.

Spending the extra skill point would give you more flexibility, but whether or not you think its worth it is entirely up to you. Look over the Element Details if you're confused about what I mean when I say "elemental bonus".
