What're they called? (Organization Name): Umikaze Naval Alliance

But who is their leader?(Organization Head): The Councilor Elect; Kawabune Kai [The Alliance is ran by the owners of the Docks, the Warehouses, all of the captains of Ships and Admirals of Fleets, it's a group that works together to further it's goals, and they elect a member of their group to be their frontman, and the person who can be spoken to about issues that one does not have time to wait for the council to convene for. Fishering Crew are also offered to elect a representative.]

What's the reason we're all gathered here?(Organization Goals): To protect it's members from "Wolves", both those who attack directly from the sea, and those who use political means to prey on those of the Sea going professions.

Everyone knows how it was founded! (History at face value): The Umikaze Naval Alliance was formed 50 years ago, during a time when a horrible pirating practice had been fielded. This practice was so problematic that even hiring shinobi to work as guardians on your ship or in your warehouse did not even help things much. The Pirates were so daring that they actually raided many small island communities across the whole of the Ocean.

It was a situation which would prove crippling to the whole of the Naval professions, a problem which was understood fully by a man who was known as Kai Takeshi, a man who had spent his whole life in various sea-faring professions, and who knew this problem would not only prove crippling to Sea Captains, but also to Merchants, and to Warehouse Owners, and to Dock-owners, to everyone. It would eventually paralyze the economy of almost any island nation.

This organization was hard work to build, but he would not give up. He gave loans to those who were struggling to get by and who were sailors or shipowners, and he began to work on networking, making sure he knew every dock owner, every warehouse owner, every captain of every ship that came through any port he had connections in. To each and every one of them, he gave an offer. The offer was to join a democratic organization which would help make the problems of the sea-faring life, and which would petition to the Daimyos of the countries which it had connections in to help destroy the Pirate fleet.

Who we count amongst us!(Total Members:) The 35 Largest Companies in Water Country, Wave Country, and Sea Country and quite a good deal of assorted other companies and independent warehouse and dock owners and the in most cases the workers in said docks and warehouses. The Umikaze Naval Alliance have members and allies in Fire Country, Lightning Country as well. Outside of the Shore-side Members, The Naval Alliance has approximately 680 or more ships which are owned and operated by members.

But we all have our own virtues! (Organization Goals): The same as the above, but also to protect the interests of the above organization, and to help convince those who are not members to become members, and for those who are pirating to understand that raiding the ships which wave the flag of the Umikaze Naval Alliance will result in destruction in most cases.

But we all know that common knowledge isn't always fact! (True History): What people know about the Umikaze Naval Alliance really is based on truth, but it's not all of the truth. The founder of the Naval Alliance, a man who is now known as Kai Takeshi, was not originally known by that name. He was originally known as none other than the Pirate and Business man Umikaze "Konpira" Iruka. He had at one time owned a vast fleet of hostile pirating ships, and had used them to make many ventures work, protecting merchant ships, raiding ships which went through the territory he claimed as his own, and using extremely aggressive tactics to buy seaside property and to buy warehouses.

A revolt within his own fleet happened, and he was nearly killed in the aftermath, people going after his head. He would have likely died in the small outpost which he had been using for his fleet's base, if it had not been for a kind woman, a woman who was so kind that she ignored the fact that he had killed her husband earlier, because he would not sell his warehouse to him.

She hid him in a shelter that her husband had built to protect his family from raiders, facing those who looked for him so they could take his head with a cool confidence, and saying that she had "Not seen that bag of rat and scum" since he had last harassed her about selling the warehouse her family owned.

They left, the mark of blood left from his head, these Pirates led by their charismatic leader, an ex-shinobi who had been brought into the service of Umikaze many years previously. He was shocked that he had survived, and he in this shock asked this woman who had protected him why she had done it.

Her reply was something that changed him forever. "My husband had one last talk to me before you killed him, something that he said he had came to the conclusion from after many sessions of meditation. He told me that he would not kill you, because you were another member of the Naval lifestyle who was just trying to make his way through life, and that he was not sure why you wanted the warehouse so much, or anything in the village that you had bought, but that he had no problem helping you seek your goal, so long as it did not hurt his own."

Umikaze gasped, shocked at her words. He had killed a man who was willing to help him. Before he could catch himself, a whispered gasp brought forth another question. "So... he was going to sell the warehouse to me?"

She answered with a sigh. "Yes, he decided it only moments before those monsters you sent came and killed him."

The Husband's name had been Kai Takeshi, and he had only wished for those of the Sea-Faring professions and those of the professions which were tied to them to help one another survive in the sometimes harsh world, and to be able to achieve their dreams and for his own family to be taken care of.

Umikaze renamed himself, taking the name of the man he had killed, and taking those dreams which the man had expressed, those two dreams he became a new Kai Takeshi, one who was not only driven by those goals, but whom had skills and experience to bring them to fruitation.

The quest which would change Umikaze had begun, and he threw himself heavily into his work doing everything he could and needed to do to get the connections built and an alliance which could work at those goals built. It took over four years of working to get the connections formed, and the entire time he did this, he watched as those who had once been his own followers, in the days he was known as Umikaze Iruka had become like rabid sea-wolves, severely harming everyone in their path. He knew that his organization could not work simply on good will and assistance on land, but would also need some way to protect itself and its members.

He began building a secret fleet, a secret army. They were an organization which was hidden by the mask of the Umikaze Naval Alliance, an organization which shared all the same goals, but also had a taste for making sure those goals could be fulfilled, even when met with opposition.

The organization began recruiting friendly pirates, began recruiting anyone who would agree to its goals and taboos explicitly. Not every Pirate was defeated by clashing of steel and the destructive blasts of Ninjutsu. Some were defeated by words and idealism.

50 years have passed, and this near cult-like organization has continued its struggle, both with the face of the Umikaze Naval Alliance, and that of the Guardians of the Freedom of the Sea. It has grown, and has gained more land and more opinions. Only one thing has remained the same, the leadership of "Kawabune Takeshi", in both operations. Though he uses people that he trusts as figureheads in both cases, it is unquestioned that he is the leader and true voice behind the organization.

This Organization is fairly vital to Role Playing Plans of mine, and was created for the most part simply to put flavor into the world, and something that's not first and foremost an organization of Shinobi for some shadowy purpose or what have you to exist. You'll notice that it's formated a bit odd, but I believe that if you read it through you'll understand the reason I did such a thing. The Umikaze Naval Alliance is openly known of, and the Guardians of the Freedom of the Sea are not, they're a fairly unknown secret, outside of the seafaring business, and even then not known by anyone aside from members and the pirates they deal with.
