I can be a Yukigakure ninja in Iwagakure?

Yes! If you are starting a character in Iwagakure you have the choice to be a Yukigakure ninja who is currently working in Iwagakure no Sato.

 

Why are there Yukigakure ninja in Iwagakure?

The short version is that Yukigakure and Iwagakure had a war, and Yukigakure lost. The defeat left them with no leadership, and Iwagakure occupied and absorbed their resources for the time being.
