If successful, opponent struggles to avoid drowning in the willful fist-like column of water, using up stamina energy fighting to breathe again. Points: 2 technique points. Target will roll d10 each round while technique is in effect; roll of 1 or 2 will result in target successfully coughing up the water, dispelling the jutsu. Do not apply modifiers to damage. I am not sure but, I believe that attacking Stamina and/or Chakra is not allowed at gennin level. You may need to raise this to a chuunin tech.

No way, not able to regenerate stamina the rest of the battle is not going to happen for that cost, nor that level. It would be like sealing, and sealing is Kage level.

B: It's not a technique listed as being personal to his character and therefore the latter statement "his character blah blah blah" doesn't matter.
