To the naked eye, this is not a suspicious interpretation, though upon close examination in the case of impersonating a living figure, it is possible to note flaws such as different eye color, the lack of physical follow-through, etc. With the aid of Chakra-viewing devices or bloodlines, one may notice that 'something' is strange. A shinobi 25 or higher levels above the user will be able to recognize the awkwardness of Chakra manipulation and see through this disguise Description: While the typical "Henge" is an illusory alteration of appearance, the unique properties of the Nankan allow them to bring this concept closer to reality. They are able to manipulate their skin to match their desires, allowing a change in pigmentation, consistency, thickness, tightness, or softness. Although limited by the Nankan's personal ability and creativity, there are very obvious constraints to this Ninjutsu. Because this technique is only capable of reconfiguring the skin cells, it is not possible to alter the skeleton, musculature, sex, or genetic phenotype of the human body. Nonetheless, it proves as an impeccable method of impersonation should minor details be overlooked, and has many a time been a primary method for espionage. Making use of props or various accessories helps augment the realism (such as padding, wigs, glasses, jewelry, etc.) but more experienced persons tend to take notice of the flaws that are impossible to reconcile. Until a moderator says otherwise, I'm going to say- add a usage limit. And, since this doesn't even guarantee a damage reduction of any sort, I'm okay with it not having a fail chance. Second; Easy Approval. Third; I feel the effect should specify how it interacts with the missing-nin visibility system.

The first now denies the character a main phase entirely, to make it more feasible, and has a two times per battle limitation now tacked onto it The third wasn't really meant to be used in that manner. It's more of a 'flavor' Ninjutsu much like the original Henge. I just felt it was appropriate to create it rather than say "Oh, by the way, the Nankan can do this really well"
