I was under the impression that skills like this generally aren't allowed.

It kind of reminds me of Haku. Haku could throw eight senbon right? One between his fingers (not including the thumbs). The only question is whether Haku was a jounin in the show or not.

I suppose it could work out better if it was 1 every 5 levels or something like that.
