Humans minds are flexible, but they work in a certain way—and sort of by definition, they have a hard time thinking in ways other than how they are used to. If you could experience our perception for a limited time, you wouldn't call it "seeing," and you would then struggle to find words to even scrape away at a description of the experience. Plus you'd have this itchy memory of possessing another inhuman sense that wasn't exactly smell, taste, or touch, but that let you perceive Chakra in a way that now feels tinglingly, frustratingly just out of reach.

The Fell are often looked upon as a bit of a mixed blessing by the Shinobi of Kumogakure no Sato, for while the loyalty most Fell show to the Village Hidden in the Clouds is absolute, they use their gifts to see and finds things that some wish to stay hidden. Stoic and proud, most Fell are also very reserved by nature, making their true dispositions or motives hard to infer. Their cool personas, powerful bloodline, and the role they played in recent history have caused even proponents of Rai no Kuni to view them with some unease.

Due to the War, a few members of the Clan have made established homes outside the borders of the Country of Lightening. While this behavior is frowned upon by the Clan Leaders, as long as such individuals do not threaten the safety of the Fell or their adopted homeland of Rai no Kuni, they are left in relative peace. However, if such a person was to ever disrupt the home and status the Fell have built for themselves, the “renegade” Clan member would be dealt with swiftly.

.Clan History.

Little is known of the Clan’s ancient history, other then the barest details passed down through the remains of written history. What is known is that despite their current residence in Kumogakure, the Clan wasn’t always allied with the Raikage, nor was Rai no Kuni their home. According to Fell tradition, they immigrated south to the Country of Lightening from a cold, nearly inhospitable land whose low light terrain and harsh living conditions were attributed to the development of the unique abilities of their bloodline. This area of the world, which they refer to as Tasogare no Kuni, or the Country of Twilight, is an area northeast of the Northern Sea, far higher then any other known shinobi nation. It was during a period when the weather became unnaturally bitter, as well as conflicts with other inhabits of the land, that the current leaders of the Clan decided to abandon their native home and travel south, with the hopes of finding a more accommodating place to live. They traveled along the the eastern coast of the Northern Sea, until the came across the first hospital settlement they could find; Kumogakure no Sato.

Taking up residence here, the Fell Clan lived a quiet existence, serving their new homeland primarily as ninja, or in other field where their odd perception could be of use. With their keen ability to sense chakra, as well as their resistance to many Genjutsu due to their high concentration [as well as their blindness], the Fell become known for their prowess in tracking and guarding. Scouts, sentinels, and hunter-nins were all common roads Fell shinobi take once they have graduated the Academy and beginning making their way in the world.

It was during the Kumogakure Empire, and the reign of the NCIA that the rest of the world was introduced to the Fell. With their advance Chakra sensing capabilities, those who served Kumogakure as ninja were often used as “bloodhounds”, employed to track down Resistance cells or lone runaway ninja. In an effort to keep their abilities secret, as well as an attempt by the NCIA to keep hidden how they were tracking down ninja, no member of the Clan rose to any real prominence in the rulings of the Empire. From this designation, the derogatory term “fellhound” was coined by critics of the Clan and members of the Resistance as a jab to the what means their Bloodline was being used for. This has left a lingering resentment that is seen in the cautiousness the world, and sometimes even their own countrymen and fellow Shinobi view them with.

With the fall of Raikou, and the end of the NCIA era, Clan-life has continued much as it had from during and before the War. Possessors of the Mizaru still serve the Raikage as hunter-nins, scouts, and sentinels, caring little beyond the well being of their Clan and their shinobi duties. Due to the far-reaching Empire, and the extent the Fell were used during the War, a few members have strayed from the adoptive homeland to live in other nations for their own, personal reasons.

Because of their inability to see in the traditional sense, as well as relaying more on their chakra sensing then facial expressions as a means of gauging emotions, members have a tendency to appear stoic, cold, or aloof to non-Clan members. While no means detached, a Fell understands and expresses emotions in ways that those who aren’t sensitive to Chakra would have a hard time understanding.

Like many inheritors of a special genetic legacy, the Fell are proud of the capabilities of their bloodline, and the unique set of skills and techniques it leaves at their disposal. Slights at their perceived limitations, or against the Clan as the whole are not taken lightly by the dignified, often arrogant Fell.

One of the most distinguishing features of the Fell Clan are their bright, crystal-like eyes that are completely devoid of a pupil. There is no uniformity in color, which ranges throughout the known spectrum, and will often feature Rayleigh Scattering-esque variations, allowing irises to be two, or even three different vibrant shades. When their bloodline is active, their irises emit a soft glow due to the Chakra flowing through their system.

Their hair also has a tendency to lean towards the fair side, with the most prominent color being pure, stark white, though varying shades of silver or pale blond are also common. Like their eyes, unusual color shades are not uncommon, however, dark shades of brown and black are almost unheard of unless cosmetically changed.

.body type.

In regards to body type, Fell are generally more lean then they are stocky, their long history of sensors and trackers putting more emphasis on a form that is compact and swift as opposed to large and powerful. Their skin, while naturally pale, does hold the capacity to tan, so there is little uniformity in skin tones.

*Traditionally, the Fell naming convention has followed the first name, last name format, unlike most Clans or families in the ninja world. This is how it is kept in their personal records, however, other official documents will often reverse this to fit the more commonly accepted style of the world.

.Clan Bloodline.

Mizaru

Description:

The Mizaru [literally, “see no evil”] bloodline is the name given to a family of powerful sensor-types known as the Fell Clan. While not a Doujutsu in the traditional sense, the most prominent physical feature of a possessor of the Mizaru bloodline manifests itself in their eyes. Their bright, crystal irises that span every color on the spectrum is only accented by the complete lack of a pupil, the trait that is most commonly attributed to their blindness.

Though unable to see in the conventional sense, this evolutionary deviation is accredited to giving them enhanced Chakra sensing abilities, as well as the capacity to “see” through interrupting the way their Chakra interacts with their environment. When the bloodline is active, the iris of a Mizaru’s eyes will emit a soft glow, a light representative of the Chakra flowing through their system.

Roleplay Effects: User may identify other characters by the “feel” or “taste” of their specific chakra, including their location and movements. Inanimate objects may be “seen” through the use of Chakra ambiance, which is similar to echolocation. When concentrating on a small number of targets, or people they are especially familiar with, may gauge emotional reactions through fluctuations in Chakra.

Effect: User is permanently under the status effect “Blind”; this may not be overcome. Characters may take “Path of the Sensor” regardless of their Basic Path. Allows access to Mizaru Skills and the Fell Clan.

Requirements: Must be taken at Character Creation.

Cost: +2

Chakra Ambiance

Description: Akin to a “echolocation”, this allows users their Chakra to get a sense of their surroundings by sending it out in a slow, steady wave, and then interpreting the way it interacts with their environment. Allows for the identification static and non-living objects through the use of Chakra instead of conventional sight.

Effect: Points allocated towards Concentration increase your chances of hitting with physical attacks. If a character’s Chakra falls below 25% percent at any point during battle, “Mizaru’s” effect is nullified and any Advanced Chakra regeneration is halted. If a character’s Chakra falls below 10%, they are rendered unconscious. Each Rank replaces the previous one; the effect does not stack.

Rank I: For Every 20 Points in Concentration, your chance to hit with physical attacks increase by 1%.

Cost: -2 SP, Taken at Character Creation

Rank II: For Every 15 Points in Concentration, your chance to hit with physical attacks increase by 1%.

Requirements: Chakra Ambience Rank I

Cost: -2 SP

Rank III: For Every 10 Points in Concentration, your chance to hit with physical attacks increase by 1%.

Requirements: Chakra Ambience Rank II

Cost: -3 SP

Chakra Sensing

Description: Another trademark of the Mizaru bloodline is their sensitivity to chakra. Almost all members have an above average capacity to sense the presence of Chakra in others, perceiving it like an aura, or an inner flame granting them the ability to identify any living thing by it’s unique Chakra signature. This ability also allows them to “feel” the formation of Chakra based attacks before their physical manifestation, giving them extra time to respond.

Effect: Gives User a passive bonus to Evasion for all Chakra based attacks. May also be activated in the Setup Phase in order to give a larger bonus, shown in the (). These values do not stack and Advanced Regeneration is halted while this is activated. Each Rank replaces the previous one; the effect does not stack. These bonuses only apply as long as "Mizaru" is in effect.

Upkeep: 5% Chakra per Turn.

Rank I: Evasion is considered +5% (10%) its base when dodging any Chakra based technique.

Requirements: Chakra Ambiance Rank I

Cost: -2 SP

Rank II: Evasion is considered +10% (+20%) its base when dodging any Chakra based technique.

Requirements: Chakra Ambiance Rank I, Chakra Sensing Rank I, Level 15

Cost: -2 SP

Rank III: Evasion is considered +15% (+30%) its base when dodging any Chakra based technique.

Requirements: Chakra Ambiance Rank II, Chakra Sensing Rank II, Level 30 -or- Chuunin Equivalence.

Cost: -2 SP

Rank IV: Evasion is considered +20% (+40%) its base when dodging any Chakra based technique.

Requirements: Chakra Ambiance Rank II, Chakra Sensing Rank III, Level 60 -or- Jounin Equivalence

Rank V: Evasion is considered +25% (+50%) its base when dodging any Chakra based technique.

Chakra Control

Description: Because those who posses the Mizaru bloodline rely on Chakra as a way “seeing” their environment, the bloodline is almost always active, requiring the user to allocate an almost constant amount of Chakra in-order to keep the effect. However, through training and experience, a Mizaru gains better control of their Chakra, granting them the effects of the bloodline at a lesser cost.

Effect: Reduces the amount of the Chakra reserve and cost needed to use the branches of “Chakra Ambiance”, and “Chakra Sensing”.

Rank I: Reduces the amount of Chakra reserve needed to use the branches of “Chakra Ambiance” and “Chakra Sensing” to 20% and the cost to use "Chakra Sensing" to 4% per Turn.

Requirements: Character Level 15, 10 Post Training

Cost: -1 SP

Rank II: Reduces the amount of Chakra reserve needed to use the branches of “Chakra Ambiance” and “Chakra Sensing” to 15%, and the cost to use "Chakra Sensing" to 3% per Turn.

Requirements: Chakra Control Rank I, Chuunin Ranking -or- Character Level 30, 10 Post Training.

Cost: -1 SP

Rank III: Reduces the amount of Chakra reserve needed to use the branches of “Chakra Ambiance” and “Chakra Sensing” to 10%, and the cost to use "Chakra Sensing" to 2% per Turn. If a Character’s Chakra falls below 5%, they are rendered unconscious.

Requirements: Chakra Control Rank II, Jounin Ranking -or- Character Level 60
