Haruka

Gender: Female
Appearance & Personality: Haruka is the de-facto eldest sister of the Shimmering Dragonflies, exclusively focusing on her siblings and ensuring they are ready for combat at any time. Compared to Tsubasa's naivete and Kakudai's fervor, Haruka knows well the dangers and horrors that war can bring to their clan, even through dimensional barriers. She is a matronly being, continually mothering and pestering her family and summoners and to improve themselves and push themselves in the pursuit of greater security and strength. As a result she is a stern disciplinarian who trains obsessively in order to always be at the peak of her strength. The fruits of her efforts are obvious, leaving her as the second strongest of the Shimmering Dragonflies in the arts of the mind, only falling behind her own mentor and leader. In battle, Haruka will take any action to preserve the life of her family and her allies, employing her prodigious mental talents to stunt any enemy offensive in its tracks. To this end, she is the first Dragonfly to develop a genjutsu that actively damages the mind, instead of simply stunning or misleading it. This has made her something of a pariah among the Dragonflies that do not practice for battle, committing her to a lifetime of service.

 

Visually, Haruka's carapace is a mottled brown, chipped and scarred from severe battles an age past. Her wings are large, even larger than would be expected for a Dragonfly summon of her advanced age and experience. She is conceivably large enough to ride, but her thin form makes such a feat impossible. She is nearly a full eight meters long from eye to the end of her tail, while her four wings span six meters from edge to edge. In extreme cases she has been known to lift her summoners on short flights, but her physical weakness prevents such an act from taking place except as a last resort.

Refractive Archetype

Effect: Refractive Archetype techniques increase the user's Concentration and Genjutsu stats by 10% until the end of their next Response Phase.
Description: Long-time pacifists and masters of the art of Genjutsu, the Dragonflies of Shizukana Lakes have developed a type of Genjutsu that splits yin and yang chakra so finely that it can be used offensively and defensively at the same time. Even as the user utilises genjutsu on another being, a fragment of that chakra is retained and circulated through the user's body, pre-emptively cycling retalitory genjutsu out of their body. This automatic chakra cycling requires great patience, chakra control and teaching, but is devastating when used correctly.
Requires: Dragonfly or Dragonfly Summon Contract
Cost: -2 (Free, Summon Element)

 

Brahma, The Creator

Effect: Genjutsu of the user will deal an additional 20% more base ghost damage and an additional 20% base stat reduction. This multiplier, in this case and this case only, allows you to break the base caps. You may not use any Taijutsu and may not have any skills that give negative effects towards Taijutsu abilities.
Ex: 100 [Base Damage] * 1.2 = 120 + 14 [Genjutsu Modifier] = 134 Ghost Damage.
Ex: 100 [Base Stat Reduction] * 1.2 = 120 + 35 [Genjutsu Modifier] = 155 Stat Reduction

Description: The mind is a strange and unknown organ- the depth of the entire human experience happens all in this single mass of flesh. You have a blessing, or maybe a taught ideology, or even an natural talent- no matter the origin you have a gift for Genjutsu. The molding of the mind and illusion just comes so naturally, you feel more at home in the wrappings of a strong Genjutsu than you ever did in your mother's arms. There is just something so right about it. Of course, the cost of such a mental talent comes at a great cost to the body.

Genjutsu Creator VI

Effect: Genjutsu reduces non-tank stats of opponents by 5x additional points per rank in this skill, where x is equal to your ninja rank. If an attack reduces multiple non-tank stats the user may choose to divide this bonus between those stats however they want. You may never apply more than 10 combined ranks of Genjutsu Creator, Martial Artist, and Ninjutsu Mastery to a single attack. Ranks in this skill may be purchased once every five (5) levels.

Description: "When the world is not what you wish of it- change it". When you were told this as a young child you may have taken it a bit too literally.

Effect: This summon may learn an additional jutsu of the maximum rank it is allowed to learn per rank in this skill. All jutsu point costs for this jutsu must be paid.

Beat of the Angel | Mitsukai no Hyoushi
Type: Genjutsu 
Rank: Gennin 
Cost: 80 Chakra 
Effect: +60 to the non-tank stat of your choice for 3 turns. Can only be used once per battle.
Description: A simple technique that may be able to turn the tides of a battle, Mitsukai no Hyoushi is a technique in which the user will manipulate sound waves to alter a target's body for the better.

Gyaku Kuchiyose No Jutsu | Reverse Summoning Technique | 逆口寄せの術

Type: Ninjutsu [Void | Hijutsu; Summons]

Rank: Chūnin

Cost: x Chakra (See Summoning Rules)

Effect: When determining the cost of this technique, the user of this technique must roll a 50-sided dice. This roll is treated as if it were a Summoning Roll, with the user's Summoning Level being treated as their rank. The user's level is treated as if it were equal to the target's when using this technique. The target of this technique negates any unresolved physical attacks that would target them in their next Response Phase. The maximum rank of technique that may be negated by this technique is equivalent to the result of the Summoning Roll (i.e. 61-100; Genin, 101-130; Chūnin, etc) This technique may only target characters that possess the skill 'Contract Manager' that relates to the user. This technique may be used 1 time per battle.
Role-Play Effect: The technique may be performed to allow a character who possesses the skill 'Contract Manager' to be transported to their respective summon's homeland (typically Elsewhere) with a travel requirement of 0 words. This effect may not be accessed while the character to be affected is in battle and may only be performed by a Gamemaster presiding over the affected character.

Description: When a shinobi enters into a contract with a group of animals to work in unison, that contract is a two way road. The ninja is capable of summoning any of the animals they are contracted with provided they have the chakra to do so, but that shinobi is also bound to that family of animals. This jutsu is the opposite of the Summoning Technique, which allows animals to summon their contracted shinobi. Though it is most often used to transfer a shinobi over long distances when needed, it can also be used for quick evasive action and to protect their summoner from harm.

Effect: This technique may be performed as a Free Action in the Response Phase following a failed dodge roll. When determining the cost of this technique 'x' is equivalent to the cost of 1 Basic Attack or Taijutsu that the user failed to dodge. The damage and effects of that basic attack, weapon attack, or Taijutsu are negated. The user may take no action in the Setup Phase or Main Phase on the turn this technique is used. This technique has a 5% chance to fail. This technique may be performed 1 time per battle.
Description: A life-saving technique for most young shinobi, the Body Replacement Jutsu has been a staple in academy learning for many years. By utilizing their ability to manipulate chakra, with quick movement, a skillful shinobi is capable of switching their position with another object to evade damage. By creating a simple optical illusion, the user of the Kawarimi no Jutsu can make it appear as though they were damaged or even killed by the opponent's attack. Some ninja become extremely adept in the usage of this technique, and have even been known to swap places with hazardous materials to trap their enemies.

Clone Technique III | Bunshin No Jutsu III
Type: Ninjutsu

Effect: This technique may be used in the Setup Phase or Main Phase. When determining the cost of this technique 'x' is considered to be the number of 'Clones' created by the user and may never be greater than 8. 'Clones' have 1 Health and 1% of the user's other statistics. 'Clones' are not physical and may not take any actions. The user of this technique gains +20 Evasion or +20 Accuracy for every 'Clone' of this type on the battlefield. The bonuses of 'Clones' of this type may be ignored by any character with heightened senses (i.e; Byakugan, Path of the Sensor, Inuzuka Smell Tracker, etc). This technique may be used in the Setup Phase 1 time per battle.
Description: A technique that most students are required to be proficient in before they can graduate from the academy, the Bunshin no Jutsu is the most basic of the myriad of clone techniques that exist in the world. By properly molding their chakra, the user is capable of creating near perfect replicas of themselves. Unlike most bunshin jutsu, the basic clone technique does not produce physical clones but creates something more akin to a projected image, which is a real image that has no form. The Clone Technique is considered an E-Ranked jutsu, and is not very powerful, but with practice and ingenuity many shinobi have come to use it in masterful ways. Most often stalling by hiding out among their clones, or setting themselves up for a strong offensive.

Effect: The target loses 72 Concentration for one turn.
Description: A rare Refraction Genjutsu that attacks the mind instead of the senses. The user gathers their chakra and fires an illusionary sharp shard of white light at the target. The blade reappears after missing, flying in to attack from another angle until the target is struck or the illusion is broken. Those that are unable to dispel the chakra find themselves in severe pain that saps at their focus.

Effect: Area of Effect. The target(s) are afflicted with 'Fazed' and -40 Evasion for one (1) turn.
Description: The user of this jutsu makes the target see the wind as visible. Because of this, it distorts and blocks their vision, disabling their ability to act.

Bound Mind
Type: Genjutsu [Refractive Archetype | Multi-Strike]
Rank: Chuunin
Cost: 120 Chakra
Effects: This technique is has three strikes. Each strike inflicts one turn of ‘Bound; Arm’. Multiple strikes that hit the same target will cause these status effects to stack.
Description: A stream of multicolored chakra appears to flow from the user of this technique, wrapping around the target's legs and binding them in place. While the technique appears a physical one, the only imposition is in the target's mind.

Temple of Nirvana Technique | Nehan Shōja no Jutsu
Type: Genjutsu

Effect: May target up to x characters. Each target is afflicted with 'Asleep' for y turns. The value of y may not be greater than 5. The total cost may break the cost cap to a maximum of 500 Chakra.
Description: This Jutsu utilizes the most basic core of Genjutsu to manipulate the human brain into a state of stasis. In layman's terms, this jutsu puts a large amount of targets to sleep through Genjutsu.

Cost: 378 Chakra
Effects: The target loses 210 Evasion OR Speed OR Accuracy OR Concentration for 3 turns, chosen when this technique is used.
Description: One of the staple techniques of the Dragonfly Summons, Chaos Refraction attacks the enemy with a wave of iridescent chakra, trapping them in an endless loop of light and sound, their every action only perpetuating the construct. The illusion generally focuses on a specific body part, binding it and preventing its proper use. This version is more advanced and powerful than the standard Chaos Refraction, capable of inflicting even more punishment

Description: The wings of the Shimmering Dragonflies reflect light in arcane, mesmerising arcs, ever changing as they shed and regrow the outer layer of cells. The effect makes the Dragonfly difficult to focus on, as the eyes of enemies are subtly drawn away by the kaleidoscopic patterns.

Description: Unlike most Dragonflies, Haruka's carapace conducts a great deal of chakra, allowing her to use it as a capacitor of sorts to improve her control.

SP, JP, and stat counts look good!

 

This summon has two too many jounin level techs at level 3: the 32-JP tech counts separately as three. I brought up the question a few months ago for something else and Tony suggested taking this if you're interested in keeping the jounin techs.

So... I found one of Ootspunter’s summons that was pushed over the Jounin technique cap by a technique with multiple options. Then I found a couple more sitting in Custom, so I decided to do a quick dive through the recently approved ones. The only one I found was one that I approved. Oops! I'm sorry about this, I should have caught it during my initial review.

Great Chaos Refraction has four options, which makes it four techniques, not three. It and Temple of Nirvana put you at five Jounin techniques. You can have three normally, and you have one rank of Knowledge of the Ages for a fourth Jounin slot.

Also, this summon has two pieces of equipment when summons are only allowed to own one.
