Description: By flowing chakra into an item that has had ‘Seal; Jutsu Formula (Jutsu-shiki)’ placed upon it the user amplifies the signal multiple times. The ninja who places ‘Seal; Jutsu Formula (Jutsu-shiki)’ upon the item knows of this the moment I happens. Flowing chakra through a Jutsu Formula to amplify its signal strength takes concentration and a certain style, making it near impossible to accidentally amplify the strength.

Requirements: Item with ‘Seal; Jutsu Formula (Jutsu-shiki)’ placed upon it.

It doesn't require Jutsu Formula to preform, it is just a manipulation of the seal that has already been placed. Creating the seal is a much harder thing to do than just manipulating it.

What I mean is. Jutsu Formula is a Chuunin technique.

By flowing chakra into an item that has had ‘Seal; Jutsu Formula (Jutsu-shiki)' placed upon it the user amplifies the signal multiple times. The ninja who places ‘Seal; Jutsu Formula (Jutsu-shiki)' upon the item knows of this the moment I happens.

So the same person who applies the seal, then applies this. In manipulating the Jutsu Formula seal, which is a Chuunin seal, you'd think that any manipulation realting to said seal would be of at least equal ranking ability.

It is only using the seal that has been placed though. The simple act of flowing your chakra through the seal amplifies it.

Compare it to like a Chuunin writing a tech on a scroll and giving it to a genin, except there is no chance to mess up because all you are doing is flowing chakra through it.

EDIT: Changed, because I don't feel like arguing over 1 JP for people that are not even me.
