Alchem Type: Urban Forest Technique (Toshi Shinrin no Jutsu)

Type: Ninjutsu (Fire + Earth)

Rank: Jounin

Cost: 50 (per target) + x Chakra

Damage: See Effect

Effects: This technique has two effects, a primary and a secondary. The secondary are dodged on the opponent's turn. Used in the response phase, if so, user does not get a main phase. The user may also choose to use the attack in the main phase to inflict the secondary effects only.

- Primary Effect: Negates weapon, Taijutsu or melee Ninjutsu attacks from a target(s). Target(s) regains all stamina or chakra spent on the attack as if they never spent it. This means that any ability or effect from any source that would effect the gain or subtraction of chakra or stamina does not trigger. It is treated as if the opponent never paid the cost. x = total cost of all incoming attacks taijutsu/ weapon attacks. Primary Effects may only be used twice per battle. May not be used against attacks of a higher rank than the user.

- Secondary Effect: Target(s) are Bound [Paired Arms]. y damage to the opponent, where y = x * 2/3. May only deal damage if this attack is activated in the user's main phase. Maximum of 330 damage may be dealt this way. If used in the main phase, can only target one opponent.

Description: Steel strings are created from the ground or surrounding materials. Launching out at the opponent the wrap around their joints and stop their movement. This attack is not very physically strong, but it is used to grapple the opponent while their movement is slowed. In the case of a melee attack, the wires will wrap around the vital joints of the opponent and seize them from performing their maneuver. It may also be used offensively to bind the opponent, causing bleeding from the tightly wrapped steel strings. This attack creates the steel alchemically, meaning that the environment that the user is in makes no difference. The original idea for the technique was inspired by the dense woodland vines used in mokuton jutsu.

Hmmms. Acceptable in the 80's?

Anywho, in 2007; for the primary effect we need those statements like 'may not be used against attacks of higher rank than the user' etc. (if there is an etc.).
