Description: The flow of chakra and stamina within the body has been the center of deep philosophic and meditative debate for ages. It is believed that if a person is able to harmonize the flow of chakra and stamina within their body that they can in effect have them flow perfectly throughout the body. Through years of on and off study, researchers were able to apply scientific reasoning to this theory. They found that if the pressure within the body between the stamina and chakra could be equalized, that the two could flow within the body more effectively and even, through training, use each other's traffic lines throughout the body. They proved this by showing that the 'pressure' (This word is used for lack of a better term. It refers to the energy per cubic inch based on the potential energy of the substance. All stamina and chakra within a body has a set amount of potential energy that they contain at any point) of each could be used interchangeably and at a certain point it becomes hard to tell the two apart. Because of such, the regenerative properties of each substance that was traditionally thought to be separate can actually be considered one in the same, but only when the pressure is the same from each.

Effect: The user's Chakra and Stamina regenerations are increased, based upon the rank of the skill listed below. This increase replaces the old regeneration and cannot stack with any other regeneration skill bonus. User's chakra and stamina maximums must be the exact same or this skill has no effect. If the owner of the skill uses a technique that does not cost an equal amount of stamina and chakra they take 5 unmodified damage. This skill does not apply to clones or other copies of the user, only the user themselves.

- Rank 1: 10% per turn. Five post training required.

- Rank 2: 15% per turn.

- Rank 3: 20% per turn.

- Rank 4: 25% per turn.

ok, since I anticipate some trouble here, let me explain my reasoning behind pricing. As you can guess, this is based on the other 'Flow' skills, but seemingly does double the effects for the same cost. I am arguing that since the chakra and stamina must remain the exact same or this does not work, that the user will have about half as much of each as the normal person would have the one they specialize in. So a character with this may have say, 400 stamina and 400 chakra while a ninjutsu specialist has 800 chakra. Because the owner of this skill is forced to split skill points between stats that people usually choose one or the other, they bonus is fair because they regenerate the same amount per turn. Plus, there is a restriction that hurts the user for using techniques that have only one side to them, cutting back for any slight advantage that this might have over the other flows.

By the description, you make it seem like yo are combining both Stamina and chakra in to one, then in the effect it sounds like they are the two separate stats again. And they way you word the effect, you make it seem that when the skill is purchased, the regeneration becomes 10% per turn + the original 10% every other turn. Then in your little explaintory, you say it's like the 'Flow' skills, which would eliminate the regeneration every other turn. And I'll ask you to be more clear on those two things and add the bit with 'Can not be taken with the Flow skills'. And because you mentioned it in the description, I think a 5 post training for the first rank would be fair and then from it's free to be purchased from there, but that's optional, not completely necessary.

I touched up the effects area to fit all of the mentioned above.

Also, like I have said before, techniques/skills should work without the description, it is just fluff. So everything within the effects is all that matters.

A question on the 'Stamina and Chakra must be the same' bit. You're kind of hinting at it, but directly state that when placing stat points in Stamina and Chakra, you must put the same amount in the other stat at the same time. If you don't the skill no longer works and must be repurchased at rank 1 (or just halts its effects and normal regeneration resumes until they are even again).

But what about skills that alter the costs of jutsu, say a Ninjutsu amp or skills like Inner Calm. Would those upset the balance of stats, resulting in the 5 damage continuously unless there is another skill/ item that reduced stamina by the same amount?

I was originally going to say add 1 skill point per rank, but because the user is forced to split the stat points, rather than stack them, it comes out to around the same. So I'm going to go ahead and Approve this.
