Cellar Door Posted August 17, 2015 Posted August 17, 2015 (edited) Rinnegan | Samsāra Eye | 輪廻眼 Legends claim that those who wield the Rinnegan, or Samsāra Eye are sent down from the heavens that they might become a ‘God of Creation’ who soothes disorder and fosters peace among all mankind, or a ‘Destroyer’ who sows chaos and reduces the world to ashes. Regardless of legends, the Rinnegan is considered the rarest and most powerful of the Three Great Dōjutsu, standing above both the Sharingan and Byakugan in terms of power and ability. In appearance, the Rinnegan tends to have some degree of variation from user to user, but all known instances of the Rinnegan have been characterized by a ripple-like pattern on the eye that emanates out from the pupil. The first instance of the Rinnegan was documented in Ōtsutsuki Hagoromo, the man who was also known as the Sage of Six Paths, because of his powerful bloodline. The Sage’s Rinnegan was inherited from his mother, a mutation of the first dōjutsu, the Rinne Sharingan. With the aid of the powers of the Samsāra Eye, the Sage of Six Paths grew to such a mythological status that he came to be revered as a god among shinobi. More recent wielders of the bloodline emerged, some attempting travel the path of the ‘Destroyer’ so that they might plunge the world into darkness. Uchiha Madara awoke the Rinnegan toward the end of his life, after implanting the cells of his friend and rival Senju Hashirama into his own body. Following his death, his eyes would fall into the hands of Nagato of Amegakure who would wreak havoc on the world until just before his death. One of those eyes would in turn come into the possession of Madara’s apprentice, Uchiha Obito. Obito would use the powers of the eye to resurrect the Ten-Tailed Demon and bring the world to the brink of destruction. Uchiha Sasuke inherited the powers of the Rinnegan directly from the spirit of the Sage of Six Paths himself, and used its ability in helping to repair the damage that had bene wrought by other wielders of the Rinnegan, becoming a ‘God of Creation’ himself, if a somewhat reluctant one. The powers of the Rinnegan are vast and varied, with variations of the eye often having variant powers. It is known that all Rinnegan grant their wielder the ability to command all five of the basic chakra natures, and in theory, the ability to learn any type of ninjutsu. The power of ninjutsu used by a Rinnegan wielder is enhanced greatly, making their attacks truly frightening and destructive. Original owners of a Rinnegan gain a single unique trait that is born from their eye. This ability is lost should the Rinnegan be transplanted though. Unlike most dōjutsu, the Rinnegan does not usually require chakra and always seems to be active, though some users have displayed an ability to heighten their Rinnegan to a Full-Power state by expending more chakra. Transplanted Rinnegan return to a state much like a normal eyeball until the new wielder unlocks the its abilities on their own Rinnegan Key Once per stat battle, or once per role play topic (All rolls made must reflect situations of great emotional stress, and roll may be made no more than 1 time per three days [OOC & IC]. A GM may award additional rolls.), this character may roll a D100. If the roll turns up any number with a 1 in its digits, then they are awarded the Rinnegan. This skill cannot be used in the Practice Arena. Upon a successful roll during a stat battle, corresponding Rinnegan ranks may be purchased during battle in the phase that the roll took place. Rinnegan The Rinnegan occurs naturally, though exceedingly rarely in the eyes of select, noble members off the Ōtsutsuki clan. Although attributed to Ōtsutsuki Hagoromo and his clansmen, the Rinnegan is a very old bloodline, and the Sage's genetic-line has disseminated outside the clan many times. It has been known to manifest in people who had no idea that they were in some way related to such a legendary figure. It can also be forcibly awoken by mixing the genetic traits of clans that are known to descend from the Ōtsutsuki clan. Regardless of in what way it awakens, the Rinnegan grants its wielder the skill to control all the basic chakra natures at an unparalleled level of skill, and bestows a single, unique technique borne from the Rinnegan.Restrictions: Rinnegan Key [success]. Ranks of the following skills may be purchased once every 30 levels. Rinnegan Affinity - Rank [ - ]Effect: Characters with this skill gain 1 ‘Elemental Specialty’ per rank in this skill. ‘Elemental Specialties ‘ gained in this way do not require training to unlock. Characters with this skill do not gain 'Elemental Specialties' normally.Description: The most widely-known ability of the Rinnegan is its potential for elemental control. By means of this legendary bloodline, the wielder is capable of growing to hold power over all five, fundamental elements of Ninjutsu. With this control, those who wield the Rinnegan are able to theoretically utilize any form of ninjutsu. The level of control granted over the elements is dependent on the skill of the wielder, with younger, less experienced wielders needing to work up to complete control of the elements.Total Ranks: 5Cost: -1Rinnegan Empowerment - Rank [ - ]Effect: Characters with this skill may purchase 2 ranks of the skill ‘Ninjutsu Mastery’ for 1 Skill Point. For each rank in this skill, the skill ‘Ninjutsu Mastery’ applies to 1 additional element. Additional elements applied to ‘Ninjutsu Mastery’ in this way must correspond with an ‘Elemental Specialty’ possessed by the character. Characters with this skill may not apply more than 1 element of 'Ninjutsu Mastery' when attacking with a Ninjutsu technique comprised of 2 or more elements.Description: The very nature of the Rinnegan grants it an unparalleled level of control and strength over Ninjutsu itself. Through the maturation of the eye, the wielder becomes capable of greater and greater feats of Ninjutsu. This skill may not be purchased by characters who received the ‘Rinnegan’ bloodline through Bloodline Transfusion.Description: Upon attaining a certain level of maturation with the Rinnegan, the wielder gains access to a unique ability embedded within the Rinnegan itself. Unlike other similar abilities, this power does not degrade the wielders eye or cause permanent damage, but when a Rinnegan is transplanted from its rightful owner into another, the technique hidden within the eye is lost.Requirements: Rinnegan Affinity; Rank III, Level 70Cost: -0 Immaculate Awakening The rarest form of Rinnegan manifestation occurs within people who possess the proper genetics and chakra, but have no knowledge of their genetic history. Many times over the course of history shinobi with strong genetic ties to the Sage of Six Paths have mated outside their clans and produced bastard offspring. Occasionally, the fates conspire to produce a child who has just enough of the trace genetics to awaken the Rinnegan. It is also believed by those who study the Rinnegan that those born as reincarnations of the Sage’s sons have the ability to awaken the Rinnegan should their chakra be combined. The Rinnegan of a person who awakens their chakra in this way is strongly suited to creating and transmitting chakra through the black rods that the body generates, to the point where they can control objects as extensions of their body.Restrictions: Rinnegan Key [success]. Characters who possess skills that require ‘Immaculate Awakening’ may not possess any skill that requires a different ‘Awakening’. Characters must be clan-less. Ranks in the following skills may be taken once every 20 levels. Rinnegan Reanimation - Rank [ - ]Effect: Anytime a character with this skill kills another character in battle that character may be acquired as a ‘Pet’. Pets acquired in this manner have a size determined by the rank of the character at their time of death. (Genin; Small, Chunin & Jonin; Medium, Sennin; Large) Pets acquired in this manner must possess a ‘Six Paths’ skill. No two Pets may possess the same ‘Six Paths’ skill, and Pets may only possess techniques granted by their ‘Six Paths’ skill. A character may not use techniques granted by a ‘Six Paths’ skill, while they possess a Pet with the same skill exists. Characters with this skill may add 1 Pet onto the battlefield under their control during the Setup Phase as a full-phase action. While on the battlefield, Pets gained in this way do not regenerate Chakra or Stamina, and this character must pay 3% of their total Chakra, per clone, per turn as an upkeep. Characters with this skill may possess a maximum of 2 Pets, plus 1 additional Pet per rank in this skill. While Pets are active on the battlefield, this skill is considered an Advanced System.Description: Through the use of the black, chakra receivers that their body naturally creates, a wielder of the Rinnegan is able to remotely manipulate objects as if they were an extension of their own body. By also extending a portion of their bloodline's power into the object they are controlling, a wielder of the Rinnegan is able to use their powers remotely and fight with the animated forms, effectively putting themselves in multiple places at once.Total Ranks: 5Cost: -1Rinnegan Link - Rank [ - ]Effect: While any Pets provided by the skill ‘Rinnegan Reanimation’ are active on the battlefield, a character with this skill’s Accuracy and Evasion statistics are increased by xy, with ‘x’ being equivalent to the user’s level and ‘y’ being equivalent to the number of Pets under their control. The value of ‘x’ may never be less than 20. All statistical bonuses provided by this skill may not exceed 1.5x the base value of the individual statistics.Description: When transferring chakra through the power of their chakra receivers, a wielder of the Rinnegan transforms the eyes of the controlled creature into the Rinnegan as well, their Rinnegan more specifically. The wielder sees through these eyes so that they might be properly controlled, but these multiple sets of eyes creates a much larger field of vision that affords the wielder a greater insight on the battlefield, making them harder to hit, and their attacks harder to dodge.Total Ranks: 5Cost: -1 Hereditary Awakening The Rinnegan is known to manifest in the most noble lines of the Ōtsutsuki clan, and even then its manifestation is said to only occur within individuals who are meant to be retainers of Ōtsutsuki Kaguya herself. Rinnegan wielders who hail from the Ōtsutsuki clan bear their clan's aptitude for the manipulation of space time, to the point where their kekkei genkai can transport chakra from wherever they are into their own personal dimension and transport it back with ease.Restrictions: Rinnegan Key [success]. Characters who possess skills that require ‘Hereditary Awakening’ may not possess any skill that requires a different ‘Awakening’. Characters must be a member of the Ōtsutsuki clan. Characters who possess another bloodline before achieving Success on the Rinnegan key, retain access to all ranks of that bloodline. Upon Rinnegan Key [success], the character loses access to all bloodline skills related to previous bloodlines, and may purchase ranks in the Rinnegan. This does not count as a Bloodline Transfusion. Ranks in the following skills may be taken once every 20 levels. Rinnegan Absorption - Rank [ - ]Effect: Characters with this skill have a 5% chance per rank in this skill to negate the damage and effects of an unresolved Ninjutsu or Genjutsu technique targeting them. This is a triggered effect that occurs before any Dodge rolls.Description: Through use of Ōtsutsuki clan abilities, a wielder of the Rinnegan is capable of using the diverse powers of their bloodline to instinctively transport the chakra of others to another dimension. While not fool-proof, this ability becomes stronger as the wielder grows in strength, eventually granting a strong defense against ninjutsu or genjutsu that are caught in their gaze. This absorption creates a black sphere in front of the wielder, which absorbs the attack, much like a black hole would.Total Ranks: 5Cost: -1Rinnegan Releasing - Rank [ - ]Effect: Anytime a character with this skill successfully negates a technique through use of the skill ‘Rinnegan Absorption’, they may perform the negated technique 1 time during that battle. The Base Costs of techniques performed in this manner are reduced by 10% per rank in this skill.Description: A wielder of the Rinnegan capable of opening cross-dimensional rifts to remove an attack aimed at them, is also capable of returning an absorbed attack, and re-purposing it for their own use. By manifesting the black orb that absorbed an attack, the wielder can transport and redirect these attacks to destroy their own enemies.Total Ranks: 5Cost: -1 Composite Awakening The Rinnegan can be manifested through less natural means. Over the course of history, several ninja have utilized the genetic material from clans that descend from the Ōtsutsuki clan in the hopes of reawakening the Rinnegan through the mingling of the two bloodlines. When awoken in this way, the Rinnegan's own powers appear to be somewhat diminished, and augmented with the abilities of the kekkei genkai that were used to form it.Restrictions: Rinnegan Key [success]. Characters who possess skills that require ‘Composite Awakening’ may not possess any skill that requires a different ‘Awakening’. Characters must possess either the Mokuton, Sharingan, Byakugan, or Tenseigan, and have transfused another listed bloodline. Characters who possess another bloodline before achieving Success on the Rinnegan key, retain access to all ranks of that bloodline. Upon Rinnegan Key [success], the character loses access to all bloodline skills related to previous bloodlines, and may purchase ranks in the Rinnegan. This does not count as a Bloodline Transfusion. It does take up a branch of a bloodline, and can’t be maxed out until level 120, so it’s more intensive than all other methods of getting all 5 specialties.Rinnegan Power: This is 11 SP to get 800 Ninjutsu Points, but it only applies to 5 elements. Seems like a lot, because usually you only get 1 chance at Nin Mastery for an element, but I think this is more balanced than getting 800 Nin in all elements.Rinnegan Binding: A 1-shot at having a strong jutsu. It’s basically just Sharingan Binding, but without the negative effects, though you only get one cool thing.Awakenings: Awakenings are very much the cool mechanic for the Rinnegan, in that you can only have one Awakening, and it basically decides how your Rinnegan works. Were it up to my choosing on how the Rinnegan worked OOC, there would only ever be three slots, one for each awakening.Rinnegan Reanimation: As a preface, six path skills are going to be what Subtle Elements are to elements, but for path based jutsu. Each one will probably cost -1. This effect is the only one I think might be too powerful, as it is essentially the ability to eventually call forth 6 pets to the field. At high level that’s very strong, buuuut, each pet as long as it exists permanently reduces the creators pool of jutsu that they paid SP for, and the pet also has to pay that SP. So in total you pay 11 to the creator, and 6 in pet SP.Rinnegan Link: A typical stat boost, since Reanimation is considered an advanced system, except this has counterplay in that you can destroy Pets to reduce the stat bonuses provided by this skill. Gives an equal boost to Byakugan and Sharingan at max level and six Pets.Rinnegan Absorption: This is a 10% better Premonition Ken, and of course, it is a bloodline ability. I think as the focus of a bloodline it’s pretty solid.Rinnegan Releasing: The other half of Aborption’s focus. It’s pretty simple. 5 SP to get a price reduction on using techniques that has been absorbed over the course of battle.Rinnegan Encompassing: Also straight-forward. It’s like Build-A-Bloodline workshop with a lot of verbiage on how to activate the Rinnegan, and some restrictions to keep stats in check, since if you were to get Byakugan and Sharingan and take vision on both, that would be a lot of stats for a 5% upkeep.

Couple quick thoughts while I went over this. - In the Key you say "Sharingan". - You guys are going to make me actually fix pet rules one day. - Absorption is too good at max ranks. 30% Chance to ignore a Ninjutsu or Genjutsu on top of everything is pretty insane. And does Releasing require the user to pay the cost?

Things to keep in mind, All of Premonition Ken can be gained by level 45, while this takes the course of 80 levels. Releasing: Yes, you pay for it, but the skill itself gives you a cost reduction that gets bigger based on rank. In a manner sort of like the Occhi Blu. Edited August 17, 2015 by Cellar Door

So, if your Ninjutsu Mastery applies to Fire and Wind, and you use a Fire/Wind technique you don't get the bonus twice. Otherwise pretty okay with this since it is lateral power and not stacking power.Rinnegan Binding: Never been a fan of -0 skills, but this one is fine.Immaculate AwakeningRestrictions: Sounds good.Rinnegan Reanimation: Honestly, I think this is not too bad, but thats about 95% because pets are very underpowered at the moment. When we eventually revamp the pet rules this will need to be relooked at. For now I think this is fine, with the caveat that it may be destroyed to make pets good. (Mostly I see having 6 pets out at a time will be insane when they don't suck).Second thought... why don't you just have this cost 3% Chakra per Pet as upkeep? You have it do that if you surpass your regeneration... so its the same thing and less confusing. 18% Upkeep for 6 pets might be balancing though.... but you get advanced regen so (shrug)Rinnegan Link: This seems fine considering the 3% per pet.Hereditary AwakeningRestrictions: Sounds good.Rinnegan Absorption: I think 20% would probably be fine. I figure that should be okay, we'll see how it goes right?Absorption: Can we play ball for 25% at max? This is the focus of a bloodline and it only hits 1 in 4 times at 25%. Even if it stacks it's 20% for one and 25% for the other, and only one will activate the other half of this bloodline focus.Encompassing: Yeah, it was only supposed to be 2 ranks. So you can't do like 4 different bloodlines. that'd be insanely expensive and probably not very strong. Changed it to say 1 rank for each of those.

Don't want a Sharingan/Mokuton picking a skill from Tenseigan or Byakugan.
