Secret Wind Type; Sphere of the Stribog (Futon Hijutsu; Ametsuchi no Stribog)

Type: Ninjutsu

Cost: 130 Chakra

Damage: 5 Damage

Effects: All opponents, up to four, are ‘Deafened’ for one turn, and then ‘Impaired Hearing’ for three turns afterwards.

Description: The user focuses their chakra into a single spot between their hands after a series of seals. The air surrounding the user makes a harsh and sharp intake sound. Then, once the user has the wind collapsed within their palm they ignite their chakra inside to cause a large burst of wind and sound to erupt from the center. The user can control the direction of the explosion by keeping their chakra stronger at certain points of the ‘shield’ that they create around the pressure. This then causes the bursts of wind and sound to erupt in focused directions at who they choose. This damages the hearing of those effected and has been known to burst ear drums. This technique can only be mastered by those with the wind specialty.

I think there should be a 'up to an x amount of opponents' statement with some fixed number in the case that theres, like, 20 opponents in which case the technique becomes undercosted. [i like this phrase, I'm going to tag it along to other people's stuff that have a 'to all' thing]. This is just because it's focused/selective rather than a general 'hit everyone' AoE.

Hmmm... how about this for a rule...

since the costs for AoE are:

4:1, 3:1, and 2:1

for opponents only, should the costs be...

8:1, 6:1, 4:1 ? (since it ignored half the people on there?)

You might also be able to do it like this, since that AOE cost is extremely high.

X * Z chakra per person effected (X = original cost of one person and Z = how many people are being effected.)

This would give control over the people effected at least. Though it wouldn't be as cost effective. Also since it requires wind specialty you might be able to drop from DP from the overall cost.

So 67 DP is the cost for one person. I would take of the 7 DP because of wind specialty.

So if you wanted to effect more people then. 60 * 2 for two, 60 * 3 for three, and so on. This would also have a limit, lets say the max DP cap for Jounin in this case? That gives a maximum of six opponents to effect which is more than enough.

If it was 8:1 for gennin the Aoe would have to do less than 10 damage, or have a status effect less than or equal to 10 DP, since the Gennin DP cap is 80.

But this is just an idea. I thought it seemed more practical than those extremely high DP costs for opponent only AoE.

Re Sako: I thought about suggesting a higher ratio- but that would over complicate an already overcomplicated system I think. I believe that capping keeps things within reason anyway.

Further, a variable cost would have the same undesired effect and make the technique limitless which no technique should be.
