This is becoming a jutsu. God only know why it was ever a skill. Once the jutsu form is approved, the skill form is officially retracted... And have I permission to replace it with the jutsu?

Skill Name: Wings of Triumph

Bloodline: None.

Description: The Wings of Triumph are in the form of a symmetrical tattoo on the back of the possessor. They look like the wing-tattoos sported by many of the youth of the world, but with one notable difference: in the place on the back where there is normally a blank space between the wings, there is a pentagram, in the center of which is an ambigrammatic design of the word “Fly.” When activated, this all changes. The wings seem to peel off the skin, and in an instant they grow to a wingspan of over twenty-seven feet. The wings are immaterial, and will pass through any matter except for the ambient environment (eg, air, water). The seal that allows this was invented by Alchem Sanji, and must be learned from him. A passage about how said seal works and how to inscribe it can be found in his research journal, should he die, and whoever finds that can teach and learn his custom jutsu as if they were him.

Effect: When activated, it allows the user to fly. They can carry one, and at most two, people with them. This is used for role-playing purposes, and also has these “hard” game effects:

1. When activated, increases the user's speed by 200 if they RP flight.

2.When carrying people, each person reduces the speed by a quarter of total. You can carry up to 2 people.

3.When flying at “long range,” neither the user nor the opponent can hit with close-up techniques. “Long Range” only refers to 20+ feet in the air, not horizontal distance.

5.Activation costs 80 chakra and takes a main phase. Upkeep is 50 chakra.

Cost: 150 activation + 120 upkeep

Effects: User's speed is increased by 200. As long as the upkeep is paid, close-range attacks are ineffective on the user, unless the opponent has a way to actually reach the user, such as through another technique that grants the ability to fly, or something similar. Any terrain effect that has to do with the ground, or that does not affect the sky in any way, cannot affect this user. This jutsu can be used in the setup phase.

The appearance of these wings can vary greatly according to the user's personality, condition, metaphysical state, and physical coutnenance, although minor alterations, such as of size, transparency, and solidity, can be made at will. This jutsu requires no handseals, but the tattoo is necessary. This is a personal jutsu of Alchem Sanji.

Float (Uki Wa no Justu)

Type: Ninjustu (Cloud)

Rank: Chuunin

Cost: 80 Chakra too activate, 50 per turn afterwards.

Effect: Increases your evasion by 100. On Opponents turn following this one, they may ONLY used ranged weapons on you. You may continue to pay 5 to keep this evasion up.

Description: Using chakra, you gain the ability to defy gravity. With this, you can fly, float high in the air, or simply do an amazing combo.

Costs are off. You need to pay 133.3333333 for the +200 speed along, round it to a nice 150 for the near useless close range attack and a 5 turn limit per ninjutsu rules.

Also, +1 on JP for the travel part. Should state some limitation on stacking with the travel part as well, always worried about people forgoing travel posts completely through stacking.
