Cost: 400 Chakra
Effects: All other characters are 'Afraid; 4' for one (1) turn, 'Afraid; 3' for one (1) turn following, and 'Afraid; 2' for one (1) turn following that. Only effects characters with a lower Ninjutsu stat than the user and who are ten (10) or more levels below the user's level. May only be used on the first turn in battle. 
Description: By exerting his chakra, Syaoran makes his opponent's physically feel the weight of his presence. Their bodies become heavier and they can feel the power that seeps out of him, instilling a fear for their own lives. His war time alias as the Black Swordsman precedes him, and all those that have heard of him have an even greater fear. This concept, though simple, is a powerful tool when used in the right way. Sapping away at the confidence of your opponent through a powerful aura of chakra. This is a common feeling of dread felt by ninja when first confronting a foe more powerful than them.

- Total cost was 180x3=540 Chakra. Reduced to 400 because of restrictions on who can be hit.


- This is allowed to be used on the first turn of combat, but only on the first turn.

I think 440 is probably a better cost here. Not affecting characters that have equal or higher ninjutsu is a fairly small one given that Syaoran (now) has 2000 Ninjutsu- which is what I feel is a "large" investment. I'd probably give this a cost reduction of about 25 here for that- given that it's not going to be seen too terribly often. I understand that of the active level 120 characters, 2/4 have a greater Ninjutsu stat than Syaoran- but I don't think he's going to be fighting them any time soon and their stat spreads are relics of a bygone age. Similarly, not being able to be used on characters 10 or more levels lower probably isn't too large of an effect, because fighting a target that much lower would be pretty strongly in your favor anyways- so I'd also price this at 25. For those two, the price reduction I'd give is: 50.

 

Only being able to be used on the first turn of battle: I think this is the bigger one to look at out of the cost reductions. At surface value, it's the same as a "once per battle" limitation that isn't traditionally used to grant outright cost reductions, but closer inspection kind of tips my thoughts toward this being far more nuanced. On one hand, using this first turn is a pretty strong opener- on the other, you're not -always- going to open with this, and if you don't... then it's wasted JP. I'd probably price this reduction at: 70. (Note for others: I'd probably price an effect like this at 50 for Jonin, 30 for Chunin, and N/A For Genin.)

 

With those thoughts in mind, I think you're looking at 420 as a final cost. Blaze it and whatnot.

It doesn't work on characters less than 10 levels below you. So if you were level 120 this would only work on characters level 110 and lower. I'm pretty sure I was overpricing >.<.

Right-- I didn't price that too highly because it seemed unlikely that you'd be fighting against someone 110 or lower to begin with. I've been pretty tired lately though, so I've been trying to err on the more cautious side with creations, so I'll defer to the other approval staff that reviews this.

 

edit: The difference between 420 and 400 is pretty small, so if someone else is fine with it @ 400, you can count this post as an approval.
