Because of the fact that entire families, cities, and countries, can be destroyed by such situations, it is inevitable that there will be refugees. A character with this skill is a refugee ninja from a village, and is living in another more stable village, perhaps soon seeking to return home, or seeking to establish themselves as a citizen of their new home. Effect: Possessor of this skill starts with the element of one village not of the location they start in, and does not hold the element of the village they start in. Though their loyalty to either country is not necessarily intact, they may seek to become a ninja of the new country, and regardless of rank, once the ninja becomes Chuunin rank or above, they may be considered 'missing-nin' for the purposes of their own original home village. Cost: 0 Sleeper Agent Description: Throughout modern ninja history, there have been wars between every village, and just as much as fighting, espionage, and counter-espionage. Ninja have used the influx of refugees, as well as their own stealth tactics and disguises, in this way, to create espionage agents, spies and sleeper agents, the former of which who know their job, and the latter of which live as if they were from the village they are living in, not knowing that they are from another village, and are 'plants' for an awaiting army when invasion comes. A character with this skill is the latter, a sleeper agent. Sleeper agents each have their skills and abilities 'sealed' by their home village, with a seal that locks away the knowledge that they are from that village and their specific history, as well as their abilities. This seal seems to be just a simple birthmark, and is unique to every sleeper. It ranges in any color and shape, and may be any place on the body. Effect: Possessor of this skill starts with the element of the village they 'live' in, which they are 'from', the 'location' of the character. They may be of any clan from the village they are a 'plant' for, as well gain any skills, or techniques from said village and clan as 'ghost' skills which may be on the character's sheet but may not be used. When a specific trigger in the story is unlocked, character gains access to all 'ghost skills and techniques' they would have if they were not 'ghost', all clan abilities, and the element of the country which they are a 'plant' for. Kage Permission from both the Village character is a 'Sleeper Agent' for, and the Village the character is from is required to take this skill, and is also required to 'activate' it. The trigger event's specific requirements must be discussed -when- the skill is taken, and though it does not have to be written down and notated, per say, it must be decided on and agreed upon, by the Kage of both villages, the Village the Agent is a Sleeper in, and the village the Agent is a Sleeper for. In addition, the 'appearance' and 'color' of the seal, as well as the explanation of gaining it in the history must be given specific approval from the Kage of the village the character is a sleeper for. The possessor of this skill also has the 'starting element' of whichever village they are a plant for. Possessor may request 'espionage' missions of one rank higher than the 'normal' missions they would be allowed of their rank, missions given by the Kage of the village they are a spy for. Kage Permission from both the Village character is a 'Sleeper Agent' for, and the Village the character is from is required to take this skill, and is also required to 'activate' it. In most cases, I'm sure we did, but this is '0', because mathematically, it's -1 for removing the 'village element a person would have for being in a certain village', and then costing +1 for the 'element of the village the character is from in their history.'
