A person's chakra rotation can be determined by the rotation of their hairline. If their hairline swirls to the right, they have a right rotation, and if it swirls to the left, they have a left rotation. With the Rasengan, the ninja focuses their chakra in the opposite direction of their chakra rotation, creating a disruption in the chakra flow, which is where the force of the Rasengan comes from. Focusing chakra to spin in every direction is the first level of this technique.Training: Must complete 10-post training according to the training guidelines, under the supervision of someone who has mastered the first three steps and knows the jutsu itself. The in character time to learn the jutsu is based on your character's death bonus. Normal- 4 weeks; Genius- 3 weeks; Prodigy- 2 weeks; Legendary- 1 week.Training Guidelines: The first stage in learning to use the Rasengan is chakra control. The user must concentrate his chakra in his hand and make it spin in one direction. To be able to execute that the user must combine the techniques of chakra control that he learned to walk up trees to walk on water at the same time.Effect: Allows the trainee to progress to the next level of Rasengan (Spiraling Sphere) training..:Rasengan Training II [spiraling Sphere Training II]:.Information: The second level of the Rasengan is power. This level of the technique forces the ninja to apply order to chaos to harness the power of this jutsu. By focusing their chakra into a single point on their palm, instead of their entire palm, they produce a stronger concentration of chakra to add to the maelstrom of their chakra flow. This creates the powerful outward force of the Rasengan, like a hurricane. Powerful, but uncontrollable, this is the second level of this technique.Training: Must complete 15-post training according to the training guidelines. The in character time to learn the jutsu is based on your character's death bonus. In this state, the Rasengan becomes more focused and powerful, and as it meets friction, it becomes faster, creating even more power as the attack is in motion. Controlling the maelstrom of spinning and flowing chakra is the third step of this technique.Training: Must complete 20-post training according to the training guidelines. The in character time to learn the jutsu is based on your character's death bonus. Normal- 12 weeks; Genius- 8 weeks; Prodigy- 4 weeks; Legendary- 1 week.Training Guidelines: For the third stage, the user must use all that it has already learned in stage one and two. The third level of the Rasengan is dominance. The ninja has to be able to use one hundred percent of their spinning chakra and one hundred percent of their powering chakra, and create a small shell to prevent the chakra from dissipating on contact. In other words, this stage consists of controlling rotation and the power of chakra at the same time in the shape of ball. In this state, the Rasengan maintains a more focused and powerful force. As it meets friction, the chakra is captured and focused by the thin shell driving the force of the chakra into target.Effect: Allows the trainee to learn the Rasengan (Spiraling Sphere) and Odama Rasengan (Great Spiraling Sphere). This also allows the trainee to progress to the next level of Rasengan Training, assuming they have the correct requirements to learn it.:Elemental Infusion:.Information: The fourth and final level of Rasengan is the ability to combine one's primary chakra element into the sphere during it's creation. This is considered Rasengan's ‘true' and ‘final' form, as within the mastery of this lesson, the ninja has accomplished the creation of all three manipulations into one singular jutsu, in which few in a life time have come to achieving in any other jutsu. The completion of this jutsu is apparent once the 'perfect' shape of the sphere begins to transform into something totally different, as well as the coloration becoming altered.Requirements: The ninja must have [Element] as their elemental specialty, as well as 10 ranks in ‘NInjutsu Mastery [Element]'. If the target’s rank is lower than the user’s rank techniques and skills used to negate or redirect this technique have a +20% chance to fail. When affecting a Barrier or Shield, the user of this technique may roll a D-10, and on an outcome of 1-3, the Barrier or Shield is destroyed before damage is dealt. If an item would negate or reduce the damage of this technique, the item in question is afflicted with the status effect ‘Destroy Item’. Damage caused by this technique may not be healed by any technique less than Jōnin in rank. When this technique is used, the user may sacrifice the Main Phase of up to 2 Clones under their possession. For each Main Phase sacrificed in this way, either the cost of this technique may be reduced by 50, or 50% of the clone’s Ninjutsu modifier may be added to the total damage of this technique. If this jutsu is copied in anyway, shape, or form, and the copier in question does not do the appropriate training for this jutsu, the JP costs double to learn it. Description: The Rasengan is an ultra-high-level technique that took the Legendary Fourth Hokage three years to perfect, hence, is said to require very high level of chakra control. Creating a hurricane of chakra formed in the shape of a small sphere in the palm of a hand; upon its collision with a target, the chakra control needed to confine this Jutsu in a small compact spherical form may suddenly be dropped, the effect producing a rather violent explosive effect on the target. It is a self-sustaining technique so once the chakra is molded; the user doesn't need to generate any more chakra.Note: Only Bunshin with physical form (IE: Kage Bunshin) may help reduce cost of the Rasengan. Bunshin may only reduce the cost if the Rasengan is used on the turn that they (the Bunshin) would act; doing so will use up their (the Bunshin's) Setup Phase. Clause: Must be used with a Clone with physical form (IE: Kage Bunshin) and must be used on the turn that they (the Clone) would act; doing so will use up their (the Clone's) Setup Phase. Damage caused by this technique may not be healed by any technique less than Sennin [Kinjutsu] in rank. When this technique is used, the user may sacrifice the Main Phase of up to 2 Clones under their possession. For each Main Phase sacrificed in this way, either the cost of this technique may be reduced by 50, or 100% of the clone’s Ninjutsu modifier may be added to the total damage of this technique. If this jutsu successfully hits it's target, negate any chakra regeneration for the next three turns. Whether this jutsu is successful or not, destroy whatever terrain is currently active on the battlefield. Fuuton; Rasengan may not be used at all without the skill 'Elemental Infusion'. Useable twice per battle. Shares uses with 'Fuuton; Rasenshuriken'.Description: Upon the revelation of his primary chakra element, Uzumaki Naruto began to train for several days and nights, in order to improve his original Rasengan, passed down from his father, to Jiraiya, then down to himself. After spending weeks cutting leaves in half, and rending waterfalls to pieces, the boy eventually began infusing his wind chakra into the Rasengan, finally completing the jutsu that his father left for him. Fuuton; Rasengan takes the brute force of it's predecessors, and adds a 'sophisticated' touch to it. The user of this jutsu would form a Rasengan as usual, but during it's creation, they must focus a great amount of wind chakra into it's composition, in order for the chakra to condense even further, before the edges of the orb sharpen into what seem like blades. These 'blades' jet slightly out of the sphere, rending the opponent to pieces on contact, as the Rasengan is released, it as the potential to pierce entirely through the opponent's body once at full power. The tiny wind molecules within the jutsu slice the opponent's tenketsu, causing their regenerative properties to fail them for a small amount of time, before it must recover once more. The jutsu tears through the opponent quickly, so quickly, most bloodlines cannot even keep up with it's lethal velocity. This technique is possibly one of the most advanced techniques in existence, true mastery over Spatial, Elemental, and Chakra manipulation.Note: Only Clones with physical form (IE: Kage Bunshin) may help reduce cost of the Fuuton; Rasengan. No longer ignores 'all the things!' like it used to, for that matter. -Skills that were used by someone of equal rank to the user used to be negated if targeting this technique. Nerfed that effect some so that only applies when the target is of a lesser rank than the user. -Attempted to make the wording a bit easier on the eyes, the last one was a giant mess. -Items no longer simply break when they attempt to reduce the effects/damage of Rasengan. They now succeed when they attempt, and THEN break. -Changed Oodama Rasengan so that a Sennin can one-arm it. We've seen Naruto and Jiraiya both accomplish it now, but I liked the flavor there so I didn't completely remove it. -Also changed Oodama Rasengan's defense negation to 25% rather than complete negation to make it fit in line better. -Updated the training skills so that they had names that weren't just 'Rasengan'. -Changed the Elemental Infusion skill so that the element focused on does not necessarily have to be the user's primary specialty, just one of their specialties, ala the new Chidori. -Added 'Rasenshuriken' as a completely new line to the series. Topic of Importance:. We all knew it was coming- the time requirements on the training skills. I think this is worth revisiting, since the last time these techniques went through was right before the timeskip. I understand the reasoning behind the time requirements is so that not every member has Rasengan, but unless another timeskip is incoming there is literally no way to teach anyone else these skills and still exist within the current NA timeline. I think it should be removed, or at least severely lessened so that someone who Raz or Mari actually wants to teach can learn it some day without having to wait years for us to have another timeskip. Cellar Door Posted July 6, 2014 Posted July 6, 2014 I have no strong feelings about the training time requirements, but I do like the nerfs that you've made. Looks a lot more balanced. As for Rasenshuriken, I think it looks okay. The math seems fine, and after reading over it several times I can't seem to come up with anything that I think is unacceptable about it. So... after the discussion about training reqs, I'll app it.
cntrstrk14 Posted July 18, 2014 Posted July 18, 2014 I like the time requirements. As a normal character it takes 24 weeks to learn the normal Rasengan, which is about 6 months. They don't need to be training that ENTIRE time, but its a built in "waiting time" for them to learn it which is cool. When they use it they REALLY earned it. Higher DB's are obviously just broke, lol. To get your elemental infusion, you need to take a year. Again, pretty okay with this. Base Rasengan is really cool, its usable at level 120 and still REALLY good. The infused is AMAZING, but that's why the cost is there. I think its a unique portion of it and it really gives the technique weight. TL;DR - I want the time restraints to stay. Otherwise, I think both infused versions should have a limited number of uses per battle. The last one for sure. Don't want you lobbing off legs and arms every other turn.
Hardcore Skittlez Posted July 24, 2014 Posted July 24, 2014 I honestly feel that... when paying with normal chakra on the Rasenshuriken, the user should take some backlash damage and/or have their arm be rendered unusable until healed by a sennin-ranked medi-nin, just because that's why the technique was initially labeled as a forbidden one.

Also, 50% defense reduction for the enemy coupled with increasing your ninjutsu mod by half of a clone's value (while you argued that you sacrifice the lcone's phase before, you also have a technique that's hard to get away from and uses only your accuracy.) I'd rather see maybe being allowed to treat Rasengan as a coalescence technique to increase it's damage, as opposed to having a built in clone mechanic that prevents the draw-backs of coalescence. Odama Rasengan: Damage: 350 Effect: The target of this technique applies 60% of their defense when modifying this technique's damage. The damage here is more reasonable for a jonin technique, but the Defense negation needs to be toned down still. I hate effects that entirely destroy a Response Phase Techniques usability, so instead of removing them from use entirely at lower rank, making them harder to pull of is a better solution to me. Futon Rasengan; Damage: 500 Effect: The target of this technique applies 40% of their defense when modifying this technique's damage. If the target’s rank is lower than the user’s rank techniques and skills used to negate or redirect this technique have a +40% chance to fail. When affecting a Barrier or Shield, the user of this technique may roll a D-10, and on an outcome of 1-6, the Barrier or Shield is destroyed before damage is dealt. If an item would negate or reduce the damage of this technique, the item in question is afflicted with the status effect ‘Destroy Item’. Damage caused by this technique may not be healed by any technique less than Sennin [Kinjutsu] in rank. This one is cooler with the damage and such that it does. 500 doesn't even break the sennin cap. 40% defense reduction is super considerable, as is 40% chance for RPJ's to fail. I'm still in the ball-park of making coalescence be needed to do the clone thing, because if you want to add +x damage through other people's modifiers you should have to average the accuracy out. Still not adding coalescence because it's literally my least favorite mechanic on the site and I'd rather not bother with that at all. Also, I kept it as destroying barriers/shields unless there's a greater consensus among staff on that roll. Mostly because I think we're gutting well enough as is.
