Ikiryo Uta is a special investigator for Major City police force, on a multiple month hunt for the leader of a band of thieves that have been plaguing his streets. Hatake Tagayasu is the displaced misfit, stuck on the streets when his home was destroyed by crime that was forced out of Major City. Now he is back, out for revenge on those that live in the world's largest city without knowning how hard life is for those outside it. The two meet in a fateful shinobi clash in the streets of the industrial district!

Uta stood on the roof of a small store, one that like many before it had finally buckled under the pressure of the ‘protection fees’ extorted by the Monster of Major City, Itsuhara Koze and his cronies. For six months the young investigator had been on the trail, always one step behind them, everywhere he went they had already been, everywhere he left behind they struck again. Uta suspected someone on the Major City Special Investigations Task Force was on the payroll, that or Itsuhara Koze could see the future. A curfew had been put into place a month and a half ago, no law abiding citizen was to be out at night, in the hopes of catching Koze’s goons as they skulked around. Uta’s eyes gave him an edge in this situation, his own earlier training let him sense the goings on around him vibrations, and his lavender iris’ pierced through the veil of reality and saw the spirits of living things around him. Anyone breaking curfew would be found, brought in and questioned, and while the past month had given no leads, Uta was sure something would come up soon, a break they desperately needed was just on the horizon.

Suddenly, out of the corner of his vision, something flashed. A pale blue spectre, barely noticeable at this distance but unmistakable to Uta. Someone was breaking curfew. Sliding down the building, Uta broke into a run, setting his police issue air cannon to fire concussive blasts to incapacitate, not kill. As he skidded around the corner, hand extended with his STF badge held aloft, he shouted out to a young man with black hair and a heavy coat who was staring through a nearby window. “Investigator Iriyo Uta, Major City STF. You are in breach of curfew, hands on your head and down on your knees, I’m taking you in! Reasonable force has been authorised to apprehend suspects, so come quietly!” With an air of surety, Uta approached the man as he complied with the given instructions, stammering nonsense about not knowing of a curfew or something to that effect. Uta didn’t care, any potential link in this chain had to be investigated, too many people were suffering for lenience to be considered. Placing shackles across the man’s wrists, Uta forced him to his feet and lifted his short range radio to his mouth. “Dispatch, I’ve got a suspected who breached curfew, fifteen minutes out from HQ, requesting pick up at my location.” Uta smiled to himself, assuming nothing went horribly wrong in the next fifteen minutes, this could be the moment his luck starts to turn around.

Mentors, Friends, Family- all gone in the echo of a thunderclap.

 

Major City had been the home of Hatake Tagayasu for as long as he could recall; it had never been a perfect place, but it neither had never been quite so terrible. Criminal elements slowly seeped into their communities like a mold passing through the damp cracks in their untreated walls, spreading through the city in a wave of crime the likes of which had never been seen before. The official response was slow to come, but when it did? It was more severe than anyone could have hoped for and, for a fleeting second, it had worked. Until the backlash came.

 

Criminals grew incensed by the communal outrage, blaming the sudden loss in their money and comrades on the citizens that had called for public action… and then the war began. It was a battle that waged through each home, seeing blood filling basins where dishes had once been washed- beds became a thing of ultimate finality, seeing so many of their owners slain within the few winks of sleep that they thought had been afforded. Major City’s response was… totalitarian and served only to exacerbate the war upon their populace. Gangs became indistinguishable from common folk and… everyone was punished. Citizens arrested for being too slow returning home, brought low by paranoid officers frightful that the grocery bags in hand were filled with dangerous explosive tags.

 

In the shadow of a moment, everything that Hatake Tagaysu had known to be good and right in the world had been stripped away from him. He was pushed from the city, forced to live beyond- to foster resentment within his heart like a dear child. Criminals, Police, it did not matter to him- they all were to blame for what had befallen Major City. No longer would he stand apart from the city’s cascading lights, no longer would he allow these gross injustices to stand. The people had no voice, no strong fists to strike back against those pushing them into a false order. He was that fist, the shimmering blade that would cut free the strings binding his people into a dance with no tune.

 

It was to the great misfortune of one ‘Officer’ Uta to have spotted the false image cast by Tagayasu- a trap set for the first one to attempt an apprehension for the simple act of being out too late. Reasonable force? the notion nearly brought a bitter laugh to Tagayasu’s expression. He dropped from a rooftop behind Uta, bringing his yin-yang paired blades to bear-- the final gifts of his deceased teacher. The ‘black haired man’ disappeared in a sudden burst of smile, having been little more than a clone.


Your investigation will bear no fruit, Oppressor. Your kind has failed Major City, and like a malignant cancer, I will cut your toxicity free![/color]” It was all the warning that Uta would receive before Tagayasu dashed forward and brought both blades forward to draw a bloody 'X' across the Investigator's Chest.

Effect: This attack is modified as a "Ranged Weapon" attack. When calculating the damage of this technique, x is equivalent to the total damage of 3 Small Weapons in this character's inventory. Those weapons are 'used' by this techinque. The target does not respond to this technique until the turn after their next. Response Phase techniques used against this technique have an additional 10% chance to fail. 

Description: Though somewhat advanced among Genin Shuriken Techniques, the Shuriken Curving Technique is a staple of any small weapon user's arsenal. Its application is as simple as its name and is simply a methods in which the user will throw a trio of small weapons(typically shuriken) in such a way that their trajectories will curve and allow them to easily bypass most  defenses, including cover.

Effect: This technique may be used in one of two ways during the Main Phase, declared at the time of use.

 

Single Target: Select one Small Weapon in the user's inventory. This technique 'uses' that Small Weapon and deals its damage plus half of the base damage of the Small Weapon Attack that missed the opponent during their previous turn. This is modified as if it were a Ranged Weapon attack.

 

Multi-Target: Select one Small Weapon in the user's inventory(this technique 'uses' that weapon) and one Thrown Small Weapon that failed to strike its target during the user's previous turn. This technique has two strikes that each must possess a unique target. The first strike deals damage equal to that of the used Small Weapon; the second strike deals damage equal to that of the previously missed technique. This is modified as if it were a Ranged Weapon attack.

 

Description: Shuriken Kanshō no Jutsu is an advanced technique that is typically self-taught by shinobi seeking advanced ninja tool proficiency. This technique's principle is a basic one that is difficult to properly exercise; after failing to successfully strike a target with a single thrown weapon(sometimes intentionally), the user will throw a second weapon and use the first to rebound from and catch an opponent off-guard. Sometimes, two weapons are made to collide such that they would then individually strike two differing targets.

Description: Forged by the now prolific business mogul Aragane Tsutomu as his final project before casting aside Blacksmithing, Kōkai is a masterpiece of a blade. It takes the form of a short but thick Dao, possessing only one edged side that curves slightly backward; the blade’s coloration is distinctively black, contrasted only by the white shine of a yang configuration splitting its center. Though the blade has no proper guard, its thickness is enough to turn away most attacks before they would reach its wielder’s hands. Kōkai was named as a symbol to regret Tsutomu casting off his regrets and vowing only to move forward in life; it was forged as part of a pair of married blades alongside the contrasting Manzoku. As a piece of the married blades, Kōkai may sacrifice some of its own strength to allow Manzoku to continue fighting even after it has been destroyed.

Description: Another of the final blades forged by Aragane Tsutomu, Manzoku is named to symbolize his casting off of satisfaction. Manzoku is the contrasting blade married to Kōkai, possessing a pearly white hue divided by a lance of black down its center, stemming from a yin symbol. Similarly to Kōkai, Manzoku possesses no guard and is forged with such a thickness that it typically turns away any blades that would target the wielder’s hands. As a piece of the married blades, Manzoku may sacrifice some of its own strength to allow Kōkai to continue fighting even after it has been destroyed.

An illusion?  Uta shook his head and spun on his heel as a figure jumped down behind him, swords at the ready. Uta barely had time to react when the man lunged forward, carving two deep bloody gashes in his chest, the pain of which was staggering. The investigator stumbled back, clutching at himself. Was this some form of elite henchman sent by by Koze to take him down? If so, even though his life was clearly in danger Uta had no chance but to fight on. The people would depend on him, the fate of Major City lay with who walked away here. Either this man was brought in by Uta and Koze apprehended, or Uta died here and the best hope the city had at stemming the tide of corruption that spread through it halted dead in its tracks.

Uta's eyes caught the soul of the man, his intent laid bare before him. Bringing his implanted arm up to form a rapid block, Uta caught the blackened blade on the thich metal rings that studded his arm, turning it aside but sending painful reverberations through his body. However, being otherwise unarmed he had nothing left to stop the second blade, and his overconfident block had left his chest wide open. With a sickening crack, the blade tore him from shoulder to side, splitting a rib in a jagged spray of blood and bone chip. Uta's mind raced through ideas, every split second wasted one less chance at survival. With a start, he made a wild dash backwards, towards a nearby shopfront. It was unfortunate what was about to happen, but the STF would compensate the shop owner for damages dealt, as long as Uta lived long enough to make the report. Uta dived shoulder first through the shop window, the throbbing pain flaring as he did so. Too many moves like that would cause more damage than they prevented, and Uta couldn't take much more like this. His foe was fast, and it wouldn't be long before that speed proved to be a significant upper hand. Something had to be done now, or everything he had fought for, trained for, believed in or tried to make happen would all fall with him.

 

"No, I am a special investigator of the Metro City STF, I've dealt with worse than you before. If it is my life you want then I will be more than happy to put it on the line to see criminal scum like you brought to justice!" Uta roared with rage and pain as he raised his arm through the shattered window, aiming his implanted device centre of mass at his foe. At this range it wouldn't be an easy shot, but it was Uta's only hope to start this off in his favour. "Sound Type: Aural Impact!" A concussive wave of sound burst forth from the window, the subsonic vibrations visible but below audible perception for a human. At night, Uta hoped it would give him the advantage he needed to bring this bastard in, one way or another. His eyes flared bright, reading the soul of his opponent, if he tried to escape the attack, Uta would know first and adjust, everything rode on this.

Tagayasu groaned loudly at his association with ‘criminal scum’. Sure, what he was doing here was technically illegal- what with it being murder and all… but it wasn’t just murder. It was war! This Investigator was part of the problem- the corrupted system that had allowed his friends and family to be ground beneath the heel of crime ripe within their city. But… how hopelessly naive the man was! To think that Tagayasu was here for something as simple as his life-- no! Uta was a minor piece in the incredible machine that pushed this city to its current extremes, he was little more than a man in the way. He was little more than a man in the wrong place at the wrong time.

 

The silver-haired Hatake rolled quickly out of the way of Uta’s concussive wave, though he found several shards of glass tearing through his clothing as a consequence. With gritted teeth, he rose again to his feet and charged forward to draw several bleeding lines across Uta’s frame. They were beyond words now- only violence could solve the fundamental differences between them.

Once again the his foe came at Uta like a man possessed, all whirling blades and a fierce look of unhinged determination surrounding him. His initial burst had failed, clearly this man was more skilled than Uta had given him credit for, and it was obvious that the goal here was to kill Uta, not teach him any sort of deranged lesson. He fiddled with his settings, lethal attacks may just be his only hope of lasting until reinforcements arrived...

 

That brief moment of distraction was all too much, the blades returned against in a flash, tearing horizontal streaks across his chest, adding to the already crippling pain pushed Uta back into the building further as he staggered. All this damage in so short a period of time led Uta to one sudden realisation, he wasn't going to make it until reinforcements arrived. They were merely seconds into the conflict and already Uta was on the back foot, and given the speed with which his foe moved it wouldn't be long before he simply ran rings around Uta. There was nothing he could but fight desperately, and hope that some miracle got him through this. The enclosed space of the building would lend him echoes, which would empower his attacks, he just needed to land one good blow. He grabbed his arm and forcefully disabled it's safety limiter, there was no need for holding back here. With a roar, Uta fired for the booming wave of sound, like a knife through the air, aimed directly for his enemy's throat.

Tagayasu sprung from the ground and landed on a nearby wall, deftly leaping out of the way of Uta’s attack before it could properly strike him. Their fight was leading into a more and more enclosed space, meaning that the Investigator’s attacks would only grow more effective; Tagayasu knew that he needed to end it quickly, otherwise reverberating sound would rattle his bones into pieces. He turned to look toward Uta and pushed himself off the wall’s face, surging downward toward the Investigator with Kōkai held high overhead. Behind it, a trail of distinctive white light followed; if Uta was capable of reading chakra, he would quickly realize that Tagayasu’s naturally adaptive chakra flow had concentrated almost entirely within that blade. And when the Hatake reached his opponent… his downward attack was less of a slash and more of an meteoric impact as it channeled its excessive energy toward Uta’s body and into the ground below, cratering it with a thunderous crack.

If that single strike were not enough, Tagayasu wasted little time in following through with a second chakra-saturated slash, this time instead with the white-bladed Manzoku. It was his goal to see the Inspector thoroughly ruined by this combination attack.

As suddenly as it had started, it was over. Uta's speed was no match, his techniques couldn't even land a mark. The blades cleaved clean down each side of his torso, starting at the shoulder and ending at the pelvis. For the brief few seconds of life he had left, Uta had time enough to regret starting this fight, never before had he been so hopelessly outmatched, and thanks to that he never would again.
