Black Penny draws its name from the pitch black metal used for the barrel of the pistol. The spellstorm weapon is about sixteen inches in length from butt to muzzle, Black Penny's stock is gracefully curved to fit comfortably in average sized hands. The stock is carved from a rich mahogany that glistens dully underneath a protective coating of some chakra infused substance. No matter the strain of the elements, or the wear of the environment, the mahogany seems to remain undamaged and unsullied. The chamber of Black Penny is built into the base of the barrel. The cylindrical chamber begins to heat, using a person's fire chakra as soon as the gun is held. This heating is compounded by runes carved on the inside of the chamber to aid in heat accumulation. When a person is ready to fire, they quickly mix in water chakra to the super-heated chamber, causing an accumulation of steam. When Black Penny's trigger is pulled, a spark of chakra forces the steam into the barrel where it passes through several rings of runes that compress the steam into a slug with minor magical barriers, while also accelerating the super-heated slug. The result is a super-sonic, super heated slug that can easily punch through breastplates and leave smoldering wounds behind. When lightning chakra is added to the steam, the resulting slug carries the force of a massive thunderclap, powerful enough to breach barricades and loud enough to deafen an enemy. For some reason, known only to the prototype's creator, trying to infuse the chamber with any other type of chakra causes a dud shot to roll weakly from the barrel. When charged with storm chakra, Black Penny's barrel lights up with bring blue runes that quickly fade into invisibility once the chakra disperses. Cost: $570

When the individual elements interact it is easy to create a massive super-heated super conductive maelstrom of raw energy that spreads quickly and annihilates utterly. Effect: Allows the use of [spellstorm] jutsu. [spellstorm] jutsu have a 35% chance to inflict an enemy with "Deafened" and "Prone" for one round. I would add a line that says "The user generates a Heaven Charge when a (style) Technique hits an opponent." That way you won't have to add extra lines about generating heaven charges onto all of your techniques when using this style.

No, Rachel it does not consume the setup phase. That should satisfy all the concerns. I don't build stackers simply because I've won battles against stackers in two turns by zeroing out their STAM or CHK. But as you said, that's a discussion for another time.

That seems fair. Also, you could just sit at 10 chakra, but it would be pretty embarrassing to be one shot by a technique that drains chakra.
