Warr
Umikoi Warrusu Ton; Amekaze no Hinnihara (Umikoi Warrusu Type; Slingshot Spear of Driving Rain) 海愛 中間害 タイプ; 雨の運転 の ぱちんこのやり Type: Sealless Clan Ninjutsu (Water and Wind) Rank: Sennin Cost: 400 Damage: 180 Effects: To use this technique, the terrain must have 'raining' as one of it's effects. On a hit, this technique does damage additional to it's normal damage as if 'drowning' had been in effect for four turns. The target is considered to be Clobbered for one turn, Disorganized for one turn, and Vulnerable for one turn. This technique cannot be dodged by anything but evasion or skills that provide for evasive bonuses, aside from bloodline skills. For every 20 extra chakra payed, increase this techniques chance to hit by 3%. (This bonus may not exceed an additional 140 chakra paid.) Description: Created in the battle atop the Emperor's Palace within Nigiyakashufu, with this technique, Umikoi Warrusu za Shichi manipulates rain which is already falling towards a singular place and being upon the battle field, willing it to go towards them and hit them, willing it to hit them with driving force. Using Mizushin the user of this ninjutsu concentrates the rain drops into the form they would otherwise have, and into a very loose 'spear' of immense size, which is still separated enough for the individual drops of rain to exist as individual drops of rain. The needle like rains hit harshly, and often catch the opponent unawares so they're drowned for a moment, as well. Requirements: Kaijin Mizushin must be active. Points: 6 JP Umikoi Warrusu Ton; Buttataku* no Himmihara (Umikoi Warrusu Type; Battery of Slingshot Spears) 海愛 中間害 タイプ; 電池 の 水投げ槍 Type: Sealless Clan Ninjutsu (Water) Rank: Sennin Cost: 480 Damage: 120 Effects: This technique cannot be dodged by anything but evasion or skills that provide for evasive bonuses, aside from bloodline skills. This technique's element may not be changed. This technique is AoE and does not affect teammates. For every 20 extra chakra payed, increase this techniques chance to hit by 3%. (This bonus may not exceed an additional 140 chakra paid.) Description: Perhaps the final destination to any thought of the capabilities of the technique 'Water Manipulation; Power Spear' this technique takes on the experiences Warrusu had when fighting the glass witch who was one of the guardians of the Raikage, and uses it to his advantage. For all intents and purposes when this ninjutsu begins, it seems to be a normal power spear in it's beginnings, thought slightly thicker and longer as it spins around it's user, but seconds after it is set off, it splits into dozens or more small javelin like blasts of water that are tendrilled to the normal blast and fly forward all at once. Points: 5 JP *Buttataku- to beat vigorously; to rain strikes upon someone; to tan someone's hide; to mercilessly pummel; to beat the daylights out of. Eechi-go
I have only one issue with these two, and it's the evasion decrease. 50% is ALOT of evasion to take away, especially since it automatically happens without any possible way of avoiding that affect. You'll almost always have a 90% chance to hit unless they have a drastically higher evasion then you. What I'd -rather- you do, is something along these lines. "For every additional 20 chakra spent on this jutsu, decrease the opponents chance to dodge by 5%." This way, the number would be static, and to me, a bit more fair. It's merely a suggestion, but I'd rather that then the original effects.
Warr
I've no problem changing that. I'd of course lower the jutsu's cost a good bit, but no problem with changing it as such.

Warr
Brought back so I could fix the second technique/up it's cost.
Azure
Set the decreasing to evasion on par with the current stats and set a cap on how much can be spent please.
Warr
I'll put a cap, but they're already tied to current rules. Sennin Stat reduction Ratio is 2:3. You're paying 20 chakra to reduce 30 stat point.
