We attempted to immerse him into the NCIA, being that he was 'developed' specifically as a War Machine, but he displayed signs of several mental disorders and did not seem to possess a short term memory. He escaped the facility approximately six months after being rescued, and has yet to be recovered. Attempts thus far, it should be noted, have been lax.

Subject is not perceived as a threat to the Empire, and displays no exceptional abilities beyond that of his supposed clan. Laboratory records stated him to be of the Inuzuka, but he does not bear the markings that are customary.

Info: Member of resistance groups in Kusa, Iwa, and Oto. One of original members of now defected Otogakure no Sato resistance against Kumo known as VAK (Vocals Against Kumo). Believed to be one of three second in commands below resistance leader Resumo Brash. However, was not present in the Oto Resisatnce when it became destroyed. From VAK sources, subject is one of two men responsible for the murder of Masashi Kishimoto, one of many NCIA figures in Ta no Kai at the time. Sometime before the desctruction, subject went to Iwagakure no Sato and fought in the feud between Iwagakure no Sato and Yukigakure no Sato. Was captured and released during said war. Subject then went to Kusagakure no Sato and aided in the freedom of Kusa no Tai (Grass Country). Subject also believed to have released the Gobi and helped in the assisination of Nite Anji, leader of NCIA forces in Grass country. Subject was also believed to be killed in the forest of Lorien. The subject, however, burned down the original VAK headquarters and was spotted leaving the site, thus confirming that the subject is in fact alive. Recently, along with the aid of another ninja, the subject destroyed the NCIA headquarters of the Kyoshouikku district in Fang. Subject is believed to be dangerous.

Info: The ability to use powerful ninjutsu far exceeding his rank of various different elements put him amongst one of the most versatile and deadly shinobi of his rank. Though he's a relatively new member of Sunagakure's resistance faction, his years of prior training have aided his recent advancement to Chuunin after a mere few days. Reports show that Kodate was originally from Mizu no Kuni before his immigration to the desert, but the precise reasoning behind this decision is unknown. He's frequently seen with a large silver and blue sword strapped to his back, but it has only been drawn on a few occassions. Since he is relatively new to the resistance and its rebellion, little more is known of his abilities. Still, he is known to have aided the assault on Nigiyakashufu's outer gate and in disposing of the small squad lead by Colonel Yoruu Himei. Single combat is not recommended.

Info: Shinobi was once part of NCIA Hunting Shinobi squad in Kumogakure. Assigned to track another squad that was heading towards the Country of Coal, this shinobi was allowed to leave Kumogakure and pursue the group and follow their activites. Reported to be in Fang with various other Hunting Shinobi, this group was suddenly disbanded and this shinobi was seen fleeing the village with two other shinobi, both females, towards Iwagakure. Since then only one report has been found of a failed capture in Kusagakure when the shinobi was found there again. Target was captured and jailed, but managed to escape. Subject was recently sighted cutting the power in Kyoshouikku. Approach with Caution.

Info: A highly sought resource since early days of the Empire. Early attempts to corner and contain the subject proved useless and he soon fell off the grid for nearly two years. Appeared in the Spring of 2109 within the Country of Earth. Came in contact 'Hikado' and joined the formal Iwagakure no Sato resistance. After the village was freed and Hikado later killed, he took a lead role in the formation of not only the resistance forces in the Country of Earth, but was also a key figurehead in the world resistance forces. Took part in the freedom of the Country of Wind. Rumored to have taken the country with a team of four ninja. Reports are unconfirmed as of now. Considered highly dangerous and is not suggested to engage in singular battle. If target is engaged, retreat and call for backup.

(Notes; Yachipple, why would they have a file on her other than the fact that she's a genin that turned her life into a normal one? (If that, that is, seeing how it's doubtful the Empire'd just 'give up' chances at such tools.) They'd not get any information -out- of the village after the Empire was thrown out, as all of the NCIA within the village which were not coming from Country of Fire to escape, well, didn't escape. They either died, turned on the NCIA, or were imprisoned. And Mizu no Kuni's kept it's borders 'shut' since then, last I checked.

Info: Our files upon this shinobi-nin are inconclusive at best. From what we have gained information on, he would be at least seventy years old, as of the current year. As of records from the battle of Mizu no Kuni, during the invasion of the grand shinobi countries three years ago, he should be dead. Files state that he lead a group of no less than fourty men and women from Mizu no Kuni into battle, and that every one of them died at the unceasing might of the Empire, including him. Those who saw him fight on the field and survived spoke of him as 'Being no more than 20', which is very interesting. Theories within the Imperial Information ministry have been that he is indeed the man spoken of in the few records we could gain from the Kirigakuran Mizukage's office's files, Umikoi Warrusu za Yon, the fourth to bare the name; arisen by some forbidden jutsu akin to the kenjutsu used by the legendary sannin of Konohagakure, Orochimaru. The other theories are that he did not die in that battle, and through some ability of his clan's genetics, simply does not age as a normal man would. This is inconclusive at best, and would require a number of Umikoi 'volunteers' (lab rats) to prove or disprove. Finally, there is the theory that this figure is not Umikoi Warrusu za Yon at all, but possibly an impostor who simply bares (Or claims) the same name. This would seems a highly likely, as records speak of at least two other 'Umikoi Warrusu's' being born into the village at assorted times, and it seems as a family tradition to name at least male child this name within every generation.

Regardless of the identity of this figure, the classification of 'major threat' follows anyone bearing the description attached, and any such figure should be approached at -extreme- caution.

Alias: Neither name is known as an alias. It has been brought forth as a theory that the figure who claims to be 'Umikoi Warrusu', is one in the same with 'Feijin Nowara'.

Info: A son of Mizu no Kuni who betrayed his motherland for the promise of power which the Empire brought, Feijin Nowara quickly learned, and performed as a capable and able tool of the Empire, infiltrating resistance cells and assassinating many influential Mizu no Kuni Citizens who were a threat to the Empire. His last known mission was nearly four months before the rebellion of Mizu no Kuni, and his exact status as 'live' or 'dead' is not yet known, as his commanding officer has never put a report in as him being dead.

From the actions taken by a figure of extremely similar appearance to Nowara, it is not doubtful that he committed a number of crimes against the Empire, not excluding, 'Inciting rebellion within the Shire of Teijuu, Scouting for the Resistance, under minding the authority of the empire by performing a trick to bring one of it's promenade Wardens within the region from a position as a Fort commander to the warden of one of Mizu no Kuni's most dangerous positions.

The same figure assaulted a number of NCIA installations, and seems to have led others to doing the same. He was witnessed in the Shiraharou High Security Prison, and is considered a major reason for it's upheaval and the escape of many high ranking Resistance aligned and -previously- neutral Kirigakuran Shinobi-nin.

Assumed to be one in the same with the man known as 'Umikoi Warrusu za Shichi, and possibly 'Umikoi Warrusu za Yon'. Because the appearances of the two figures seem to match up, and the latter's immense demonstrated power, considered a MAJOR THREAT to the Empire, and its personnel. DO NOT ENGAGE WITHOUT BACK UP. THIS REPORT REPEATS. DO NOT ENGAGE WITHOUT BACKUP.

Subject has also been listed as student of the Harakage. Subject is also wanted for questioning as to the attack against Kusagakure's hospital by terrorist group Hakumei, where subject was reportedly decapitated and incinerated. This was proven false when he resurfaced during the release of the demon Gobi no Hokou during the revolt. Inconclusive as to any effects this has had on his mental or physical state. Sources indicate a persuasionist personality, as the subject is reported to be responsible for the defection of two NCIA hunter-nin, Haramatsu Korin and Kousetsu Kou, and has been reported as being on friendly terms with the heretic Kolyma clan of Kirigakure.

Info: Honouji Ryuuto, at least to us, is nothing more than a name. Records from spoken word tell he has spilled empire blood, although no cases of murder of any man not shinobi have ever been uncovered. From legends, he apprenticed to the once thought dead daughter of the last Mizukage before joining with two other shinobi in the main Kiri resistance front. Achievements limited to defeating a large number of NCIA shinobi and having participated in at least two major Kiri rebellions, freeing a large number of prisoners in the village, including one who claimed association with him at the time, named Suzaku. Subject was called a 'traitor' at one point by locals, although the circumstances regarding this situation are unknown. Approach with caution, at the very least. Due to number of recorded kills, one-on-one combat is not advised. Preferred form of combat is unrecordable due to various styles used in kills, so be prepared for anything.

A subsequent retrieval mission by Matsugami Shizuki (See Restricted File 86773 for more information on relationship and mission) was unsuccessful. Is known to be the cousin of Alchem Syaoran.
